- Question 10: As the LSA requirement doc v3 does not provide any information regarding ground works, Supplier can anticipate that ground even, cleared for brush/bush and ready to use? Answer 10: The Supplier can expect to provide minimal ground preparation as most sites will be level grass fields, gravel, dirt, or paved surfaces. Question 11: Can Supplier expect connection to existing water/sewage/electrical points, or should the camp be self-sustained? Answer 11: All services should be self-sustained without provided access to utilities. Question 12: Should the site be fenced off and established with own access control/main gate? Answer 12: No requirement for the sites to be fenced off. Question 13: How would the segregation between genders be? Should Supplier adhere to a certain percentage females at each site/location? Answer 13: No segregation of gender required, general planning factor for females if 10% of the population. Question 14: How much area does US Army dispose at the various locations for camp establishment, given the various sizes of troops stationed? Answer 14: Waste disposal should be estimated based off of population size and contractor experience, the quantity of waste is not know at this time. Question 14 A: What we wanted to know was there an area at disposal for camp establishment? Answer 14A: Your estimate should include the cost to remove waste yourself and dispose of any waste. Question 14 B: are there any space restrictions for setting up tents? i.e. do we have to factor in space restrictions for building the camp? Such restrictions may result in some compromises that may affect the cost level? Answer 14B: Your estimate should include the cost to establish services without significant space restrictions for populations in the training areas. Please annotate on the estimate about the space required to establish services for the population, understanding that space restrictions could impact cost. Question 15: Given the time to operation, various numbers of troops and this "market research"-tender, when can Supplier expect a full tender and contract award? Answer 15: It is not know at this time when a formal solicitation or award for this requirement will occur. Question 16: Will Contracting Office consider received offers/price estimates as firm and binding offers at some point? Answer 16: No. Any estimate provided are for market research purposes only and will not serve as a binding agreement or contract. Question 17: If LSA is established within existing Host Nation military garrisons/area, could Supplier expect 24/7-access for maintenance/cleaning for work conducted for Contracting Office? Answer 17: The contract can expect some form of base access to the site with coordination of units on the ground and or host nation military garrison. Question 18: If required, snow clearance and gritting, who will be responsible for performing such service? Could Supplier expect request for such capacity? Answer 18: The only snow clearance or gritting requirement would be for minimal site prep as needed to establish sites for services. Question 19: is "1 shower head per 200 personnel: a mistake? Should it be 1shower head per 20? Answer 19: The requirment is 1 shower head per 200 people. If this number is incompatible with normal buisness practices it is possible to submit an estimate for 200 people per shower head and 20 people per shower head. Question 20: I would like to ask if we can offer you an alternative solution (tents without Berry Amendment) alongside the main requirment? Answer 20: It is possible to submit an estimate with and without Berry Amenment compliant solutions, just annotate in the estimate. Question 21: Is USAREUR willing to purchase the camps or only lease? Answer 21: The DEFENDER 20 Sources sought posting was a request for services only, lease of equipment and services as listed in the FBO posting. Question 22: What is the total budget for leasing the 6 camps? Answer 22: I do not have access to such information. Question 23: What is the O&M budget for the 6 camps? Answer 23: I do not have access to such information. Question 24: Is there any chance a waiver will be given for the Berry Amendment requirement? If so, when will this decision be made? Answer 24: I do not have access to such information. Question 25: If USAREUR decides not to use LOGCAP/KBR for the 6 camps, when can an order be placed for the 6 camps? Answer 25: I do not have access to such information. Question 26: Can USAREUR reduce the SF per person space requirement from 60 to 30 for the 6000 man camps in Belgium and DPTA for the 1st 45-60 days of the exercise so we have more time to produce the 500 shelters needed for each 6000 man camp? Answer 26: The requirement is of 60 Sq. ft. per person as listed in the FBO posting. Question 27: Does USAREUR have any flexibility in the 10 February operational due date of the 6000 man camp in Belgium or the 15 February operational due date of the 6000 man camp at DPTA? If so, what is the minimum amount of bed space required by 10 Feb and 15 Feb respectively for each 6000-man camp? Answer 27: The requirement is what is listed in the FBO posting, no information is available on flexibility of timelines at the present time. Question 28: What is the latest operational date for each 6000-man camp? Answer 28: The period of performance as listed in the FBO posting for Drawsko Pomoroskie Training Area, Poland is 15 FEB - 30 JUN 2020.
