- Sources Sought Construction Services for the U.S. Army Corps of Engineers for Crains Island Habitat Rehabilitation and Evaluation The purpose of this Sources Sought notice is to identify businesses interested in competing on a possible future contract for award, for Upper Mississippi River Restoration (UMRR) Habitat Restoration and Evaluation Program (HRPE) Crain's Island project. The anticipated contract type will be an Invitation for Bid, Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed Price Contract, with a 2 year ordering period. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note that USACE will NOT be responsible for any costs incurred by interested parties in responding to this Sources Sought. General: The NAICS for this effort is 237990, Other Heavy and Civil Engineering. The Small Business Size Standard for this NAICS code is $36.5 million annual average receipts (total or gross income). Scope: The work covered by this Sources Sought includes furnishing all equipment, labor, services, supplies and materials necessary to satisfactorily construction phase 1 of the HREP project. Typical work includes, but is not limited to the following: removal of existing timber and stone structures, excavate pilot channels and swale wetlands, and construction of embankment. Work requires clearing and grubbing and stripping of existing vegetation; excavation of channels and removal of river structures within the channel extents; expansion of swales; construction of embankments; and establishment of turf. Work Period: Approximately 24 months. Contract Areas and Construction Limits: The contract location is on the right descending bank of the Mississippi river between river miles 103.5 and 15.5, approximately 4 miles southeast of the City of Chester, in Randolph County, IL. Responders to this Sources Sought should submit up to a ten page narrative that outlines the following capabilities: 1. Experience with the removal of existing timber and stone structures. 2. Experience with the excavation of pilot channels and swales wetlands. 3. Experience with the construction of embankments. 4. Experience working in an unprotected section of the Mississippi River subject to river stage limitations. 5. Performance of work as the Prime Contractor on a Federal contract. 6. Coordination of work on sites where other contractors may concurrently be performing work under a separate contract. 7. Experience as Prime Contractor managing multiple subcontractors on the same contract. 8. Documentation supporting the submitting firm's capability to bond projects between $10,000,000 and $15,000,000 for a single project as the Prime Contractor on a construction contract.
