- Kit Inventory Statement of Work Pricing Summary 19BE1020Q5000 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number 19BE1019Q5001 is issued as a request for quotation (RFQ). The solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2019-06. The Department has an enterprise requirement for hospitality or ‘Welcome' Kits. Welcome kits are a collection of basic living necessities i.e. kitchen, bedroom and bath products for temporary use before and after their duty assignment to bridge the gap between life without personal effects and with personal effects at the next duty location. Welcome kits are supplied to employees upon their arrival at a new duty location when their personal effects are still enroute, or just prior to reassignment after their effects have been packed and shipped to their next assignment location. This solicitation seeks to establish a requirements indefinite delivery indefinite quantity commercial item contract for welcome kits as specified herein. Please see attached RFQ, Statement of Work and kit inventory for further details. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. This acquisition will utilize a comparative analysis evaluation procedure authorized under FAR 13.106-2 (b) (3). Simply put a comparative analysis is the act of directly comparing two or more offers in response to the RFQ. The item-by-item comparison is performed by comparing each offer to one another to determine which provides the best value to the Department. Once one offer is found acceptable, it will be compared side by side to the remaining acceptable ones, and the best one will be selected. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer or a statement that the offeror's representations and certifications are current as reflected in sam.gov. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Please see attached RFQ for details. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. Please see attached RFQ for details. Additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices are to be found in the attached RFQ.
