Description
This synopsis is issued pursuant to Federal Acquisition Regulation (FAR) Subpart 5.203 which prescribes a mandatory requirement for a 15-day pre‐solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation for a full-and-open competition. The mission of the Federal Highway Administration's (FHWA) Office of Safety (HSA) is to exercise leadership throughout the multidisciplinary highway community to make the Nation's surface transportation system safer for all road users. This is accomplished through HSA programs and initiatives, as well as activities of its partners, customers, and others (including other FHWA offices and Federal agencies, State and local government agencies, various public and private organizations and industries, the public, and when appropriate, other countries). The objectives of HSA through this requirement involve reducing the number of fatalities and serious injuries by reducing the number of crashes and mitigating the impacts during and after the crashes. HSA provides leadership, in coordination with our partners, to research, develop and deploy life saving strategies and programs. Areas of focus include: The Highway Safety Improvement Program, Intersection Safety, Local and Rural Road Safety, Pedestrian and Bicycling Safety, Roadway Departure Safety, Roadway Safety Data Program, and Speed Management as well as other initiatives. The Office of Safety also takes on safety initiatives and programs that provide support to FHWA's partners and customers associated with road, vehicle, and road user improvements. Improving road safety involves the coordination of the 4 E's (Engineering, Education, Enforcement and Emergency Medical Services) by employing a multi-disciplinary approach to addressing challenges. HSA has a need for technical and general services to support its program, including policy/regulatory analysis, analysis of program delivery approaches, safety evaluations, data analysis, meeting support, course development and delivery, and marketing and communication strategies/activities. The solicitation and all related documents will be released electronically via the Government Point of Entry (GPE) otherwise known as Federal Business Opportunities (FBO) or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained. Potential offerors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. The FHWA intends to award multiple IDIQ contracts as a result of the solicitation. The period of performance shall not exceed 60 months from the effective date of the contract. The NAICS Code for this effort is 561990 with a size standard of $15 Million. This synopsis is not a request for competitive proposals. A Request for Proposals (RFP) is anticipated to be published in the near future. Once the RFP is posted, all interested, responsible sources may submit a proposal which will be considered by the FHWA.
