Description: This requirement is for a U.S. or foreign flag, self-sustaining, container vessel capable of carrying a minimum of 777 ammunition TEUs with 2,985,000 pounds N.E.W., while satisfying all applicable regulatory segregation and compatibility requirements. The vessel must be certified to carry Hazardous Class 1 material (all Divisions) in each stow area above and below deck and Hazardous Class 4.2 material in at least one stow area on the vessel. This shall be documented in the vessel's Document of Compliance for the Carriage of Dangerous Goods. Further, the vessel shall have a minimum laden speed of 13 knots when laden. The vessel shall not exceed a maximum length overall of 304.8 meters (1000 feet), a laden draft of 10.7 meters (35 feet). 17. The place/range of delivery and redelivery is the Military Ocean Terminal, Concord, CA (USA). The layday commences and cancels 09 December 2019, and the period of performance is 59 days. 18. Set-aside Status: N/A. The decision to release this solicitation as "Unrestricted" is based on responses received from a recent market survey for this service. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. MSC's Deputy Associate Director of Small Business has concurred with this decision.
