Description
U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: Virginia City: Springfield Delineated Area: Northern Virginia Minimum Sq. Ft. (ABOA): 99,155 Maximum Sq. Ft. (ABOA): 104,113 Space Type: Office and Data Center Parking Spaces (Total): One (1) reserved GOV parking space Full Term: 10 years Firm Term: 6 years Additional Requirements: - Proposed space must contain 36,300 ABOA of Data Center space and 62,855 ABOA of office space. - Subleases are not acceptable - Offered space must be contiguous and located in no more than one building - Offered buildings must be able to accommodate ISC Level 4 security. - Raised flooring height of 24” - Ceiling Height – Slab to Slab 11’ 6” – (This includes capacity to support the 24” raised floor) - 24/7/365 days of operations. - Power capacity -- 8 megawatts of utility power. - Generator Capacity – 7600 kW - HVAC Requirements – A minimum of 2200 tons requirements of cooling Offered space must meet Government requirements for fire safety, accessibility and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100-year flood plain. This procurement will be subject to all the rules, regulations, conditions and specifications stated in the Request for Lease Proposal (RLP) package that will be sent out pursuant to this advertisement. Use this language when the incumbent will likely be competing, and move & replication costs are anticipated. The U.S. Government currently occupies office and related space in a building under an expiring lease in Springfield, Virginia. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and furniture and specialized equipment relocation. Agency downtime is not allowed. The Government will use the information it receives in response to this advertisement as a basis to develop a cost/benefit analysis, and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. The Government’s decision regarding whether to relocate will be based, in part, on information received in response to this notification. If the Government elects to relocate, the target date for occupancy would be approximately 30 months from the date of this advertisement. The Government reserves the right to disregard as inadequate any responses to this notification that fail to include the property-specific information listed below as being mandatory submissions in responding to this notification. Restoration/removal of Government improvements made at the existing location or to be made at an alternative location, including all Government-installed equipment and / or fixtures of any nature shall not be required. Not all minimum requirements are reflected in this advertisement. Use this language when only considering existing buildings. Note that, in the event an offer submits a site for construction and it is determined to be a strong option for the Government, if this language is included in the original ad a second ad must be posted in order to accept the site for consideration. Only use this language in the anticipation of remaining in place, or when time is of the essence such that would prevent the time frames required by new construction options. At this time, the Government is only considering existing buildings, and will not consider new construction options. Expressions of Interest must be received in writing no later than November 5, 2019 by 5:00 PM Eastern Time, and should include the following information at a minimum: • Building name and address; • Location of space in the building and date of availability; • For all offered properties other than the incumbent location, a full service rental rate per ABOA SF inclusive of a Tenant Improvement Allowance of $46.74 per ABOA SF and a Building Specific Amortized Capital Allowance of $35.00 per ABOA SF, both of which to be amortized over the firm term, meeting GSA’s standard building shell requirements; • Date the building will be ready to begin constructing tenant improvements • Scaled floor plans (as-built) identifying offered space; • Information on building ownership; and • Name, address, telephone number, and email address of authorized contact. Owners, brokers, or agents may offer space for consideration. Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the building offered.
