- RFI Appendix B.C.D REQUEST FOR INFORMATION Department of Homeland Security U.S. Customs and Border Protection Air and Marine Operations 1.0 Purpose 1.1 U.S. Customs and Border Protection (CBP), Air and Marine Operations (AMO), is conducting market research to gain a greater understanding of industry capabilities to support a nationwide maintenance and logistic support program for its fleet of over 341 vessels and related equipment managed at 26 vessel maintenance sites throughout the Continental United States of America, Puerto Rico and the Virgin Islands. This Request for Information (RFI) is being released pursuant to the FAR 15.201(e). 1.2 This is a Request for Information (RFI) only. It is being issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The request does not commit the Government to contract for any supply or service. Further, CBP is not seeking a proposal RFP and will not accept any related unsolicited proposals. Responders are advised that the Government will not pay for any information or any administrative costs incurred in response to the RFI. All associated costs will be solely at the responding party's expense. Information and materials provided in response to this RFI will not be returned. No unsolicited proposals related to this RFI will be accepted. Classified information is not required and shall not be submitted. Not responding to the RFI will not preclude participation in any future solicitation, if one is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) Federal Business Opportunities (FBO.gov) website. It is the responsibility of potential offerors to monitor the site for additional information pertaining to the requirements described herein. 1.3 This RFI contains options that should be addressed in industry responses in order to enable the Government to assess a multidimensional approach to supporting its widely-dispersed vessel fleet in a way that promotes vessel safety, uniform maintenance productivity and maintenance controls, a level of vessel availability consistent with annual budgets, uniform quality controls, and an efficient supply chain. 1.4 This RFI will assist the Government in one solicitation released in support of the requirements. The Government is contemplating a Firm Fixed Price (FFP) approach for program management, and scheduled maintenance. A Cost Plus Award Fee (CPIF) is contemplated for unscheduled maintenance, and minor and major alterations, in response to Government approved Configuration Change Request, and logistic support. The period of performance is a base plus nine years and a 6 month option. Incentives would be based on the performance measures described in Appendix D. 2.0 Requested Information 2.1 The responses shall address the company's experience, civil and/or military, with widely dispersed, large population vessel maintenance and logistics, and specifically address its experience with various vessel/propulsion types. If a former or current subcontractor for vessel maintenance and/or logistics, identify the prime for which the work was/is being performed. Describe the company's current or planned capabilities to accomplish the scope of work. 2.2 The Government would like industry feedback on options that could be considered before a future solicitation is released. The questions below are intended to focus industry responses and provide the information needed for a thorough consideration of the options. 2.3 Appendices A, B, and C are the current baseline for all of the tasks, sites, and vessels. 3.0 Responses 3.1 Responses to the RFI should be submitted in Microsoft WORD or Adobe PDF format, and shall be limited to 5 pages in length. The responses shall be submitted electronic mail to brenda.mealer@cbp.dhs.gov, provided they are received by the cut-off date shown in the Federal Business Opportunities (FedBizOps) Federal Business Opportunities (FBO.gov) announcement. They must be directed to the CBP Procurement Office contact shown in Section 7.0. 3.2 The first page of the response shall provide: (1) company name; (2) address; (3) company business type (large or small); and company contact for questions and/or to schedule follow-on discussions. Company contact information will include name, title, phone number, fax number, and e-mail address. 4.0 Industry Communications 4.1 AMO representatives may or may not choose to meet with potential offerors. If communications occur, they would be intended to obtain additional clarification on the potential capability of a company to meet the requirements contained herein, or the benefits and risks of the options under consideration. It is anticipated that CBP will conduct an Industry Day on December 11, 2019 at 9:00 a.m. -12:00 p.m. with the maximum of two (2) people per vendor at The National Marine Center (NMC). 5.0 Submission of Questions 5.1 Questions regarding this RFI shall be submitted in writing, via e-mail to the CBP Procurement Office contact(s) shown in Section 7.0. Verbal questions will not be accepted. All questions and responses will be posted to the Federal Business Opportunities (FBO.gov) website. The deadline for questions is November 5, 2019 at 1:00 pm EST. The Government does not guarantee that questions received after the deadline will be answered. 6.0 Summary 6.1 THIS IS A REQUEST FOR INFORMATION ONLY, to identify sources that can provide maintenance and logistic support for CBPs fleet of vessels and supporting equipment, and to gather industry feedback on alternative approaches to contracting for the required support. The Government has not made a commitment to issue a solicitation, and this RFI should not be taken as a commitment for future work or for a potential offeror to incur costs for which reimbursement would be expected or sought. All responses and materials submitted become Government property and will not be returned. 7.0 Contact Information: Brenda Mealer Contract Officer Email: brenda.mealer@cbp.dhs.gov U.S. Customs and Border Protection Office of Acquisition - Enterprise Services Appendix A: Scope and Task Requirements BACKGROUND The U.S. Customs and Border Protection (CBP) is the first line of defense against terrorism and the smuggling of narcotics and other illegal contraband entering the United States. Air and Marine is one branch of the CBP comprehensive plan to support this mission. The National Marine Center (NMC), located in St. Augustine, Florida is the base of operations for all marine maintenance support. The NMC maintains approximately 341 vessels and related equipment and manages 26 field maintenance sites throughout the United States and Puerto Rico. CBP intends to issue a solicitation for a Performance Based Award to continue the current maintenance activities. The procurement will be a 100% Small Business Set-Aside with teaming allowed to the extent that at least 51% of the employees are full or part-time employees of the successful small business awardee. The following describes the scope and major task elements of the maintenance and logistics effort needed to support AMO vessels. MAINTENANCE SUPPORT The offeror must be prepared to assume all vessel maintenance and warehouse logistics to ensure that the Government has the numbers, types, and properly configured vessels available where and when required to meet the Government operational commitments. The offeror must be able to meet surge requirements to support other agency vessels in addition to meeting normal NMC requirements. The offeror must hire only certified maintenance personnel for performing maintenance actions including site managers. The offeror will perform scheduled and unscheduled maintenance, vessel overhaul, and modifications on marine vessels used by CBP agents. The contractor will also support the US Coast Guard (USCG) Special Purpose Craft- Law Enforcement (SPCLE) vessels, USCG Honda Product Support Integrator (PSI) engines and USCG Helicopter Interdiction Tactical Squadron (HITRON) training team vessels through separate Interagency Agreements (IAs) between CBP, USCG and several other federal, state and local agencies. Some specifics required of the offeror are: 1. Provide all maintenance (preventive and corrective to include A, B, and C checks, repair, overhaul and modifications to all vessels, support equipment, and Government Furnished Equipment (GFE). 2. Transport and operate vessels and support equipment. 3. Test, evaluate and prepare related reports for all vessels and related equipment. 4. Maintain control and accountability for all Government property and facilities. 5. Utilize the Customs Automated Maintenance Inventory Tracking System (CAMITS) as the maintenance, property, and inventory control system. 6. The management of all hazardous waste generated, to include disposal. 7. The development and delivery of Standard Operating Procedures (SOP's) for tasks associated with the maintenance, repair and modification to all vessels, support equipment, and GFE. 8. Develop and implement a Safety Program that complies with all local, state and federal regulations. 9. Develop and implement a Quality Control Program. 10. Develop and implement a marine fuel and POL (petroleum, oil and lubricants) management program. 11. Manage inventory of consumable vessel spare parts and material. MAINTENANCE CONTROLS Provide sufficient controls to track the continuous progress of maintenance on each vessel, to identify pacing items of supply, to identify specific technicians and quality assurance personnel assigned to each significant action, to determine if estimated completion dates will be achieved, and to communicate between/among shifts and with Government representatives each individual vessel status. Provide Government representatives sufficient information to allow vessel scheduling for specific mission assignments. TRAINING Provide fully certified marine technicians, quality assurance personnel, material managers, contracts managers, and program management staff. Ensure experience levels are established and maintained through periodic factory training and a Government accepted on-the-job training regimen. VESSEL SERVICING Provide for the timely and effective vessel servicing of all vessels to ensure successful launch when required by the Government. Servicing includes at a minimum: interior and exterior cleaning; servicing of fluids and gasses; towing; positioning; chocking; properly securing and storing; vessels and support equipment.   CONFIGURATION CHANGE REQUESTS AND SERVICE BULLETINS Document and maintain approved vessel configurations. Provide the Government cost estimates, schedule impacts, and recommendations to support Government configuration change process data requirements, mandatory service bulletins, and non-mandatory notices and advisories. PROPULSION SYSTEMS Maintain power plants (Outboard, inboard, etc.) and dynamic components in accordance with manufacturers' specifications, bulletins, letters, and technical data. Maintenance includes: trouble shooting, repair and replacement of unserviceable parts, calibration of test equipment, selected rework of engines and associated hardware. CORROSION CONTROL PROGRAM Implement a vessel corrosion control program for vessel life preservation and to maintain seaworthiness. Ensure the program encompasses exterior surfaces, hidden surfaces, vessel equipment, and system components. The program would incorporate OEM requirements and recommendations for corrosion control, and address OEM requirements for short and long term storage of end items and major components. SURVIVAL EQUIPMENT MAINTENANCE AND CONTROL Inventory, inspect, repair, and certify all vessel crew survival equipment (EPIRB, Life Raft, etc.) as specified by the Government, and in accordance with OEM requirements. QUALITY CONTROL AND ENVIRONMENTAL SAFETY In accordance with a Government-approved Quality Control Plan (QCP), EPA, and OSHA standards, ensure the prevention and detection of maintenance, safety, and environmental discrepancies and prescribe corrective actions when discrepancies are discovered. Include the establishment and operation of a standard tool control program. Make all records and data related to quality control available to the Government upon request. MAINTENANCE AND LOGISTICS DATABASE Ensure accurate and complete data are entered in the Government-provided maintenance and logistics data system-CAMITS. Update all files to reflect the addition of new assets and the retirement of assets excessed by the Government. Ensure data entry training for all new personnel. VESSEL CONFIGURATION MANAGEMENT Maintain vessel configuration data in the Government-provided maintenance and logistics data system to reflect alterations approved through Government Configuration Change Requests (CCRs), and make the data available to the Government upon request.
