- Description
- The National Oceanic and Atmospheric Administration (NOAA) plans to award a contract on a sole source basis to L3Harris. The contemplated contract will provide five years of engineering anomaly support to the existing Geostationary Operational Environmental Satellite (GOES) NOP imager and sounder instruments. Specifically, the contractor shall work with NOAA and NASA to maintain GOES NOP imager and sounder instrument operations through spacecraft decommissioning and deorbit activities. The contractor shall perform the following tasks: 1) Investigating on-orbit anomalies that affect instrument performance parameters and/or anomalies that threaten instrument health and safety. 2) Investigating changes to the GOES mission as directed by the Contracting Officer and the Contracting Officer's Representative. 3) Maintaining capability to read and extract engineering data. 4) Participating in as needed technical interchange meetings. 5) Providing written reports for anomaly investigations. These reports shall include root cause investigation, analysis, justification, and recommended operations procedure (ROP) updates. NOAA is pursuing this award because the aforementioned anomalous support will enable NOAA's Office of Satellite and Product Operations (OSPO) to adequately operate the imager and sounder instruments to provide geosynchronous weather data during these five years. L3Harris is uniquely qualified to perform this work because: a) it is the original manufacturer of the instruments and b) it is the only vendor that possesses the proprietary information concerning the specifications of the aforementioned instruments. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 p.m. November 13, 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
