Additionally, the Government reserves the right to make changes to the scope of work and contract requirements before the release of any associated solicitation. This is not a Request for Proposals (RFP). OVERVIEW The Department of Veterans Affairs, Network Contracting Office 6 is conducting market research to identify potential sources for climate-controlled storage of construction materials and medical equipment. The facility requiring service is the Salem VA Medical Center in Salem, Virginia. The contract requirements are still under development and planning. SCOPE OF WORK The Salem VA Medical Center requires storage of construction materials and medical equipment for later use in a project currently being designed. Special consideration will be needed for surgical/medical equipment and other items, including storage temperatures, humidity, stacking and crating. Space requirements are not specifically known but may be up to 5,000 sq. ft of space or more. The period of performance is currently estimated to at least 6 months with five (5) 6-month option periods. SMALL BUSINESS REQUIREMENTS For market research purposes, all responses to this notice will be reviewed, regardless of small business/socioeconomic category, including those firms that are identified as large businesses. Review of responses to this notice will support later determination of set-aside requirements, if a solicitation becomes available, where the rule of two is met regarding a set-aside, including set-asides under 38 U.S.C. 8127 and 8128 for SDVOSB and/or VOSB firms registered in the VIP database, in accordance with priorities set by regulation. NAICS CODE: 493190, Other Warehousing and Storage (SBA Size Standard: $30.0 million annual revenue) PRODUCT OR SERVICE CODE (PSC): S215, Housekeeping-Warehousing/Storage INSTRUCTIONS FOR RESPONDING: Interested companies can respond, via email, to daniel.spaulding@va.gov, with the following information: (1.) Firm Point of Contact, including name, title, phone number and email address. (2.) Firm name, DUNS number and address of the applicable office. (3.) Answers to the following questions: (a.) The materials to be stored may include both construction materials and medical equipment. Please describe your company s experience with storage of medical equipment and/or sensitive equipment. Please describe commercial practices for storage of medical/surgical equipment. (b.) The period of performance may be for 6 months, with five (5) or more 6-month options. Please describe commercial practices regarding lease/rental periods and price/fee structure for services. Price information should explain units of issue and all fee types for all service options available. (c.) Please comment on the following: (i.) Services may require inventorying of materials for the duration of service. (ii.) Services will require collection at the customer location, VAMC Salem in Salem, Virginia, transportation to the warehouse facility, and unloading into storage. Return shipping may also be required. (iii.) Services may require crating, palletizing, and/or other preparation for the material being stored and returned. (d.) Please outline and describe all insurances, bonding, licenses, certifications/registrations and any other regulatory/customary standards typically associated with the described services. (e.) Explain the difference between private warehousing and public warehousing. (f.) Based on experience, please describe any other considerations the end user may want to address prior to issuance of a solicitation. (g.) Confirm location of a warehouse facility in proximity of the Salem VA Medical Center in Salem, Virginia. Additional information may be requested by the Contracting Officer at a later time. The company is registered in the Vendor Information Pages (VIP) database at http://www.va.gov/osdbu, if applicable. (This is only applicable to firms meeting Small Business Administration (SBA) and VA requirements for Service Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) programs.) 4. The company has completed submission of the current cycle, for calendar year 2017, VETS-4212 Report at http://www.dol.gov/vets/programs/fcp/main.htm (for federal contracts in the amount of $150,000.00 or more, performed during the current cycle). 5. The company has favorable (satisfactory) past performance information for federal contracts, as documented in Government databases, including the Federal Awardee Performance and Integrity Information System (FAPIIS) and Past Performance Information Retrieval System (PPIRS), where applicable. Where performance ratings less than satisfactory have been identified, the circumstances of those ratings may be requested during discussions, or the offeror may be eliminated from the competition.
