- Description
- The Naval Special Warfare (NSW) Command intends to issue a solicitation to establish a five-year, firm fixed price, indefinite delivery, indefinite quantity type contract to an Commercial Airlift Review Board (CARB) certified or a Department of Defense (DoD) approved Commercial Paratroop Operator Carrier for Military Free Fall Support Services. The Government intends to set-aside any issued commercial solicitation entirely for small business. The North American Industry Classification System (NAICS) code for this acquisition is 481219. The size standard is $15M. Interested parties are not required to submit any information at this time. If the Government issues a solicitation, instructions will be provided within the solicitation documents relating to description of the Government's final requirements and submission requirements. This notice does not commit the Government to issuing a solicitation or award for described services. If a solicitation is issued, the Government will do so via the Federal Business Opportunities (FBO) website (www.fbo.gov). Interested parties, not the Government, are responsible for monitoring the FBO website. A complete Request for proposal (RFP) package will be available for downloading at the FBO website: http://www.fedbizopps.gov on or about 11/12/2019. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting a proposal, the vendor is self-certifying that neither the requestor, the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 866-606-8220, or via Internet at https://www.sam.gov/portal/public/SAM/. Please direct all questions regarding this requirement via e-mail to the POC identified in this synopsis.
