Responses in any form are not quotes, and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Defense Logistics Agency (DLA) Aviation is issuing this Sources Sought Notice as a means of conducting market research to determine if other companies are capable of manufacturing (or legitimately obtaining) the following item: NSN: 1560-01-396-0310; Window Panel, Aircraft. Part Number: 70207-82801-103. Weapon System Designator Code: YLN. This announcement is a means of market research to seek possible sources for a project and to determine if a set-aside of a type is appropriate. This is not a solicitation for work or request for competitive quotes, nor is this to be interpret as a requirement that the Government will purchase. Based on the information received in response to this synopsis, the Government may change the initial acquisition strategy. The sources sought process is not restricted to small businesses. In many cases, large businesses should also respond with capability statements, as this will provide a clearer understanding of the current market. Responsible sources who consider themselves qualified to manufacture or legitimately obtain the above listed items are invited to submit a capability statement by close of business November 4, 2019 to Ashli.Procise@dla.mil. Capability statements shall be no more than three pages to include all attachments, and must include the solicitation number, name and address of the firm, commercial activity/government entity (CAGE) code, business size, and point of contact name, title, phone, and email. If your company desires to be reviewed and qualified as an "Approved Source" for this item, submit an application package through the Source Approval Request (SAR) Program as outlined in the JACG SAM HB document. A SAR package contains all of the technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality, or better, than the required item. The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item, which DLA Aviation is procuring. If there is an open solicitation for a LSN/NSN which you want to submit a SAR, please submit the SAR directly to the buyer noted on the solicitation.
