- Performance Work Statement (PWS) Pricing Sheet Combo Synopsis & Solicitation 1. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP), solicitation number FA4661-20-Q-0006 Wheel and Tire Maintenance in accordance with FAR Part 13 - Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100. All firms or individuals responding must be registered with the System for Award Management (SAM) (www.sam.gov) IAW FAR 52.204-7. This procurement is being issued as a 100% small business set-aside solicitation. The North American Industrial Classification Standard (NAICS) code for this acquisition is 488190 Other Support Activities for Air Transportation. For the purpose of this procurement the small business size standard is $32,500,000. All proposals shall be valid until 28 January 2020. 2. Contract Type/Scope: The 7th Contracting Squadron (7 CONS) at Dyess AFB, TX intends to award a Firm-Fixed Price (FFP) contract from this solicitation for the services described in the Performance Work Statement (PWS). The Government has a need for a Contractor to provide non-personnel services for the preventative maintenance and repair services of the 7th Equipment Squadron's wheels and tire. The contractor shall meet all of the specifications listed in the PWS to include providing all management, tools, supplies, equipment, parts and labor necessary to maintain, repair and inspect the wheel and tire equipment. 3. Performance period: These requirements are to deliver twelve (12) months of preventive maintenance support and parts replacement as needed, with four 12-month option years available at the government's discretion. 4. Evaluation: All offers will be ranked based on price from the lowest priced offer to the highest price offer. Award will be made to the lowest priced technically acceptable, responsible offeror whose proposal conforms to the RFQ. Price will be the determining factor. Any proposal that does not conform to the RFP submission requirements (with the exception of page limit requirements) will be considered as unacceptable and will not be evaluated. For more details on how proposals will be evaluated, refer to FAR 52.212-2 Evaluation - Commercial Items and Addendum FAR 52.212-2 Evaluation - Commercial Items listed under 7. Provisions and Clauses within this RFP. 5. All questions pertaining to this requirement must be submitted and received via email to marlene.teekell@us.af.mil; hannah.kolobow.1@us.af.mil AND chandler.johnson.2@us.af.mil no later than 2:00 p.m. (CST), 7 November 2019. Answers to any and all questions received will be posted to FBO.gov no later than 2:00 p.m. (CST) on 8 November 2019. 6. PROPOSAL SUBMISSION: All proposals must be emailed to Marlene Teekell at marlene.teekell@us.af.mil AND SSgt Chandler Johnson via email at chandler.johnson.2@us.af.mil. For any questions call 325-696-2679 or 325-696-3685. Proposals are required to be received no later than 2:00 p.m. (CST), 9 November 2019. ONLY ELECTRONIC COPIES WILL BE ACCEPTED. Your offer shall include, but is not limited to the following: a) Price Proposal: Complete pricing sheet (see attachment 3). Note: Emergency Repair/Labor CLINs 0003, 0004, 1003, 1004, 2003, 2004, 3003, 3004, 4003, and 4004 will be preloaded with funds by the Government and jobs will be billed IAW PWS para 1.1. b) Warranty: Summarized warranty information sheet that shall not exceed (2) two pages. c) Hourly Wages paid: Per technician level **these wages are not to be used for award information but as validation of prices fair and reasonable after award.**
