Description
Decommissioning Methodology and Cost Evaluation for Pacific Outer Continental Shelf Region Offshore and Gas Facilities This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) subpart 12.6, in conjunction with FAR part 13, supplemented with additional information provided herein. This announcement constitutes the only solicitation; quotations are being requested and a hard-copy written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) under 140E0120Q0002. The Bureau of Safety Environmental Enforcement (BSEE) has a requirement for decommissioning methodology and cost evaluation for Pacific Outer Continental Shelf (POCS) Region offshore and gas facilities. In the Pacific Region, the BSEE develops decommissioning cost estimates every five (5) years for the purpose of assessing the ability of the lessees to comply with the decommissioning requirements, and where their financial strength does not meet the standards, assist in BSEE decisions for supplemental bond requirements. Reliable decommissioning cost information is necessary to accurately determine the amount of supplemental bond to be required by BOEM from a lessee(s) to ensure compliance with decommissioning requirements, to cover the aggregate decommissioning cost of a lessee(s) ¿s facilities in varying water depths. The most recent previous Technology Assessment Program (TAP) report, TAP 735, ¿Decommissioning Cost Update for Pacific OCS Region Facilities, ¿ (Volumes 1 and 2, Rev. 5 ¿ October 2016) can be reviewed at https://www.bsee.gov/research-record/tap-735-decommissioning-cost-update-pacific-ocs-region-facilities. The objective of this procurement is to conduct a detailed evaluation of the various decommissioning techniques and methodologies appropriate for use in the Pacific OCS Region, determine their associated costs, and produce an update to the TAP 735 report. The Government anticipates awarding a Firm Fixed Price (FFP) Purchase Order as a result of this solicitation. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-100. It is the offeror ¿s responsibility to be familiar with applicable clauses and provisions. The North American Industry Classification System (NAICS) code for this acquisition is 541620, Environmental Consulting Services, with small business size representation of $16.5 million.
