- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY The intent of this Sources Sought Announcement is to assist in our decision making process for services procurement. This is not a solicitation, nor request for quotes or proposals. Through the receipt of responses, this will enable a more precise type of procurement process. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. Any inquiries are to be made in writing by email to the point of contact, Larry Facio, Contract Specialist. Responses to this notice shall be sent by email to larry.facio@va.gov by the due date and time of 11/04/2019 by 12:00 p.m. (Pacific Time). Description of requirement and submittal requirements are as follows: Contractor shall be located no more than 250 miles from the VA Sierra Nevada Health Care System (VASNHCS), Reno Nevada. The facility has determined this to be the maximum distance acceptable for routine compliance site visits by the COR. In addition, the use of sub-contracted personnel is not allowed to service this SOW. The Contractor and COR are responsible for conducting annual on-site inspections of the facilities involved in the proper administration of this contract. This shall include not be limited to: The Parent Company. All Transfer and Processing Plants Associated with Disposal of the Hazardous Materials rendered from VASNHCS for disposal or handling. The contractor shall provide all labor, equipment, supplies, materials transportation, and supervision for monthly disposal service of: Environmental Protection Agency (EPA) Resource Conservation & Recovery Act (RCRA) regulated (D, P and U listed) pharmaceutical drugs and other miscellaneous chemicals. Universal Waste (UW): Batteries of the following types: Lead Acid, Lithium, Ni-Cad, Alkaline, Nickel Metal Hydride Light bulbs Ballasts Lead Aprons Paint Aerosol containers Any other Universal waste generated by the VASNHCS. Contractor shall pick up RCRA regulated wastes and Universal Wastes (UW) on a monthly basis, notifying the VASNHCS representative of the date and approximate time of each pickup, with pickups being scheduled on or as close as possible to the last business day of each month. Contractor will report to the VA Police and obtain a temporary identification badge prior to conducting business on Government property. In the absence of the COR, the contractor shall be supplied with the VA field representative for a specified pick-up. Contractor will make additional pickups as needed or as requested by the VASNHCS. Contractor shall comply with: All applicable Federal, State, and local laws, concerning the transportation, management, and ultimate disposal of regulated material. Contractor shall maintain all necessary permits and licenses for the transport and disposal of treatment of RCRA regulated waste and Universal Waste. VASNHCS shall provide the contractor with U.S. Environmental Protection Agency (EPA) authorization and identification number. The contractor shall document all EPA identification numbers associated with action together. Contractor shall possess Department of Transportation permits, and insurance prior to transport and/or disposal of subject waste. If contractor requires additional information, they may contact U.S. EPA regional office. Copy of all licenses shall be provided to Contracting Officer upon contract award. Contractor shall be provided with locations of satellite accumulation points of the RCRA Regulated Waste and UW accumulation points. The contractor shall be responsible for visiting each accumulation point to pick up and process the wastes. This includes accumulation points at the VASNHCS Eye and Dental Clinics located in Reno, Nevada. It is estimated that at least forty-five (45) satellite accumulation areas will be located throughout the hospital with assorted generations at each point. Contractor shall minimize P-listed wastes by removing packaging and non-regulated materials from shelf expired materials, to the extent possible, and provide a tare weight of the P-listed wastes each month to the VASNHCS Representative, using contractor provided scales. Contractor shall replace all receptacles as necessary during the pick-up in order that VASNHCS is never out receptacles but no less than replacement on a semi-annual basis. Contractor upon replacement of containers shall properly re-label the container. Contractor shall provide the GENERATOR S INITIAL COPY of the EPA form 8700-22 waste manifest as well as copies of the PSC Land Disposal Restriction Notification Form and UW Bill of Lading for each pickup. Contractor will replace old labels with new labels at all accumulation points and satellite locations to ensure accumulations dates are current. Labels will be provided by the Contractor. This is for a Base Year Plus Four Option Years contract. Response Method: The Government requests capability statements and comments from interested businesses regarding the requirements described above. Responsible sources are encouraged to submit a response to this notice with a statement of interest on company letterhead. At a minimum, the following information shall be provided: 1. Company Name; 2. Company Mailing Address; 3. Point(s) of Contact including telephone number(s) & email address(es); 4. Socio-Economic (i.e. Small/Large Business, HUBZone, Service Disabled Veteran Owned, 8(a), etc.) as it relates to NAICS Code 562112 ($41.5 Million). 5. Provide a summary of the type of services performed and experience as it relates to Hazardous Waste Removal. 6. DUNS Number 7. Additional information and/or comments. Veterans First Contracting Program and the VA Rule of Two (Kingdomware v. United States) 38 U.S.C. 8127 - 8128: Service-disabled veteran owned small business (SDVOSB) or Veteran owned small business (VOSB) concern must be registered and verified in VA's Vendor Information Pages (VIP) database at www.vip.vetbiz.gov to be eligible for award as a SDVOSB or VOSB if/when a solicitation is issued for this requirement as a SDVOSB or VOSB set aside. In addition, this requirement has been determined to be set aside as SDVOSB or VOSB acquisition, only SDVOSB or VOSB that respond to this specific notice with in the above stated due date will be eligible for award.
