Description
**THIS IS AN UPDATE TO THE PREVIOUSLY ISSUED NOTICE dated 10/23/2019. THIS UPDATE INCLUDES THE DRAFT PWS, DRAFT EVALUATION FACTORS, AND QUESTION SHEET** Naval Facilities Engineering Command, Southwest (NAVFAC SW), San Diego, California, is preparing to release a Solicitation for a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) Environmental Multiple Award Contract for Environmental Remediation of Radiological Contaminants (RADMAC III) at various locations within the NAVFAC SW, NAVFAC Pacific and NAVFAC Atlantic (LANT) areas of responsibility. This is a competitive procurement being solicited by full and open competition under the North American Industry Classification System (NAICS) Code 562910 “ Environmental Remediation. The purpose of this Special Notice is to advise firms interested in proposing on the RADMAC III that NAFAC SW will be holding an Industry Forum on 13 November 2019 prior to the posting of the pre-solicitation synopsis and solicitation. The purpose of the industry forum is to provide prospective offerors the opportunity to review the Government ™s Draft Performance Work Statement ™s, and Draft Evaluation Factors and provide feedback and/or ask questions prior to RFP issuance. Those firms who are interested in attending the Industry Forum shall email the names, phone number, and email address of attendees to gillian.david@navy.mil NO LATER THAN 06 November 2019. Due to space limitations, firms will only be allowed two attendees. Your firm will be notified by email of the exact time, and instructions to allow entry into the Government Building. The industry day will be held at 937 Harbor Drive, Building 1, 3rd floor, Nautical Room, San Diego, California 92132. The Contract term is for a two-year base period and two (2), three-year option periods, for a maximum total maximum period of eight (8) years. The aggregate maximum dollar value of this procurement, including the base year and the option period under the resulting contracts shall not exceed $495,000,000. Task Orders awarded from this contract will range between $500,000 and $20,000,000. The Government makes no representation as to the number of task orders or actual amount of work to be ordered. The minimum guarantee is $5,000 for the performance period of the resulting contracts. This acquisition will utilize the Best Value Trade-off source selection process as described in FAR 15.1. A minimum of three (3) and a maximum of up to five (5) contracts will be awarded to the offerors whose proposals, conforming to the Request for Proposal (RFP), provides the Government the best overall value. The following evaluation factors are applicable to the acquisition: Factor 1 “Past Performance; Factor 2 “ Specialized Experience,, Factor 3 “ Technical Approach (Proposed Task Order 0001), Factor 4 “ Safety, Factor 5 “ Small Business Utilization, and the Non-Technical Factor 6 - Price The objective of the RADMAC III is to obtain radiological services for performing investigative and/or remedial actions at environmentally contaminated sites predominately at Navy and Marine Corps installations. The sites will consist of those ranked on the Superfund National Priority List (NPL) as well as non-NPL sites regulated under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Underground Storage Tanks (UST), and other sites, which might require investigative or remedial action. Federal and State regulations, federal guidance and consensus documents (Multi-Agency Radiation Survey and Site Investigations Manual (MARSSIM) and Multi-Agency Radiation Survey and Assessment of Materials and Equipment Manual (MARSAME), and state-of-the-art health physic practices will be followed where appropriate. Enclosures to this Notice: (1) DRAFT RADMAC III Performance Work Statement, (2) DRAFT RADMAC III Evaluation Factors, and (3) Questions/Comments Submission Sheet. NOTE: Questions or comments can be submitted via email on Enclosure (3), preferably no later than 06 November 2019 to allow time to prepare for the industry forum. Please note that the PTO 0001 Performance Work Statement is still being drafted and will be provided at a later date. The pre-solicitation synopsis will be posted to the Navy Electronic Commerce Online (NECO) website at www.neco.navy.mil and the Federal Business Opportunities (FEDBIZOPPS) website at http://fbo.gov in the month of February 2020. The solicitation/RFP will be posted to the NECO website and the FEDBIZOPPS website in the month of March 2020. These are estimated timelines and provided for informational and planning purposes only. THE SOLICITATION/RFP WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. No CDs or hard copies will be provided. IT IS THE CONTRACTOR ™S RESPONSIBILITY TO CHECK THE WEBSITES DAILY FOR THE POSTING OF THE PRE-SOLICITATION SYNOPSIS, POSTING OF THE SOLICTATION/RFP, AND POSTING OF ANY AND ALL AMENDMENTS TO THIS SOLICITATION. Prospective Offerors MUST register themselves on the aforementioned website. Plan holders lists will not be faxed and will be available only at the NECO/FEDBIZOPPS Internet website addresses listed above.
