- Attachment 3 - IDEA Cover Sheet Attachment 2 - Potential Terms, Conditions, and Clauses - ITF IDEA BAA No. 70T04020K9NSTD105 Attachemt 1 - ITF IDEA BAA No. 70T04020K9NSTD105 This publication constitutes a Targeted Broad Agency Announcement (BAA) in accordance with Federal Acquisition Regulation (FAR) 6.102(d)(2) and 35.016. The Transportation Security Administration (TSA) Innovation Task Force (ITF) is interested in receiving concept papers and proposals to improve its understanding of existing market capabilities and identify vendors capable of enhancing the transportation security system in accordance with the attached details of the announcement. The objective is to obtain potential solutions to a number of problem areas associated with aviation security. These areas include: 1. Portable Screening (On-Person and Accessible Property) 2. Alarm Resolution (On-Person, Accessible Property, and Checked Baggage) 3. Vendor-Identified Problem Please join ITF on Friday, December 6th for an Industry Day at TSA's Headquarters in Arlington, Virginia. The day will include an overview of ITF and current initiatives, a discussion of the requirements for ITF's Innovative Demonstrations for Enterprise Advancement (IDEA) Targeted Broad Agency Announcement (BAA), and an opportunity to understand which solutions and innovations are most impactful in the field. The day will also include time to network with your peers in the transportation security industry. To RSVP to attend the event and to receive additional details, please send an email to IDEA@tsa.dhs.gov by November 20th. Space is limited, so space will be limited to two (2) people per company and will be allotted on a first-come-first-serve basis. A formal Request for Proposals (RFP), other solicitation, or additional information regarding this announcement will not be issued. Readers should note that this is an announcement to declare TSA's broad role in competitive funding of meritorious research across a spectrum of science and engineering disciplines. The TSA will not issue paper copies of this announcement. TSA reserves the right to fund all, some or none of the proposals received in response to this BAA, a factor of which will depend upon availability of funds. TSA provides no funding for direct reimbursement of proposal development costs. Technical and cost proposals (or any other material) submitted in response to this BAA will not be returned. It is the policy of TSA to treat all proposals as sensitive competitive information and to disclose their contents for the purposes of evaluation.
