Description
Draft SOW This is a Request for Information (RFI) to obtain capability statements and potential feedback for an upcoming Library of Congress (LOC) requirement. Specifically, the LOC's Law Library requires contractor assistance to classify the portion of the Law Library collection shelved under the "LAW" shelving system into the "Class K" system developed by the Library of Congress between 1967-2003. Approximately 407,114 volumes remain shelved under "LAW." The Law Library generally concentrates on material about an individual country. The country chosen depends upon the language skills of the classifiers. The work requires a knowledge and understanding of the Library of Congress classification schedule, particularly the schedule covering legal material (Class K). It also requires an understanding of the legal systems of the countries involved and the principles of legal research and legal publication for each country. The work is accomplished by careful attention to the routines involved in analyzing the title in hand in order to assign the proper Library of Congress classification number. Knowledge of the operation of the Library of Congress Integrated Library System is essential. As an RFI, this is NOT an official solicitation. The LOC is not seeking to obtain proposals or quotes. The Library is seeking simple capability statements from potential offerors as a way to perform supplemental market research. No contract shall be awarded as a result of this RFI. An official solicitation will be forthcoming at a later date. This notice solely constitutes market research. Capability statements are being requested to query the market, but they shall not be considered quotes or proposals. In addition, the LOC welcomes feedback on the attached statement of work. Offerors are encouraged to ask questions or provide feedback on the document so that the LOC may enhance the document to reflect a more accurate business environment. Your comments and feedback may or may not be utilized in the final document. Under no circumstances shall any expenses be repaid as a result of contractor engagement with RFI this notice. Please send any questions/feedback on the attached Statement of Work and/or capability statements to Contracting Officer James Robinson at jarobinson@loc.gov.
