- Question Template - Roadway Safety Insights Broad Agency Announcement (BAA) With this Broad Agency Announcement (BAA), the Office of the Secretary of Transportation (OST) seeks to understand how new data sources or data sources that the Department of Transportation (DOT) currently does not have access to can be used to answer the most pressing and persistent surface transportation safety problems. OST is interested in approaches that use new data sources and/or data unavailable to the DOT to gain novel, useable, and actionable insights to improve safety outcomes. OST also views the BAA as a way to explore replicating and scaling the application of new data sources or methodologies across the country; and assess the capability of new data sources by using them to answer specific research questions. BAA awards will be conducted in two phases. The first phase will consist of developing concept designs that address at least one of the research problem statements described in Section 1.5 of this Announcement. OST will award up to $50,000 for up to six of the strongest and most promising research designs. The second phase will focus on developing and executing the proposed projects and is limited to the first phase awardees only (more information is available in Section 2 of this Announcement). This solicitation is for Phase 1 only. The purpose of this Presolicitation notice is to allow prospective offerors to review a draft version of the BPA and submit questions. Each prospective offeror e-mailing questions to the Contract Specialist should attempt to state each question in such a way that the offeror would have no objection to OST publishing that precise question (and its answer) in a formal amendment to the BAA, on the Government-wide Point of Entry (GPE), Federal Business Opportunities (FBO) / beta.sam.gov Opportunities. As such, each prospective offeror should attempt to word each question in such a way that the publication of that question (and its answer) on the GPE would not divulge any information that the prospective offeror considers to be proprietary or confidential. Prospective offerors should submit their questions to steven.budd@dot.gov using the attached "Question Template" by 11:59 PM EST on November 14, 2019. Government responses to questions will be posted at a later date along with a due date for proposals.
