- Justification and Approval for Other Than Full and Open Competition OVT is a specific overt security feature that has been vetted through and approved by the U.S. Department of the Treasury, Federal Reserve Board (FRB), and United States Secret Service (USSS) in conjunction with the Bureau of Engraving and Printing (BEP) to be used as an overt security feature on the NXG $100 Federal Reserve Note (FRN). The Secretary of the Treasury via the vetting process has determined that this specific technology will satisfy Treasury's requirements for standardization of currency security. Crane & Co, Inc., has been a reliable source for meeting Dep't of Treasury's stringent requirement for OVT security feature which they submitted a full proposal (technical & price) on time. Type of Negotiated Acquisition : Follow-on Sole-Source Acquisition under the authority of 41 U.S.C. § 3304(a) (1) as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies and Services will satisfy agency requirements." The new proposed contract action has a special provision in excess of five (5) years with an ordering period of ten (10) years contract performance.
