Description

This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Veterans Affairs, Central Texas Veterans HCS, Temple, Texas intends to award a Firm-Fixed Price contract for the service of Furnish and Install new Metasys BAS TEC Programmable Controllers for each HVAC Units. (See attached for a description of items). The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule (FSS) items. If you have these items or similar items on FSS, please respond with your FSS Number. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 561210. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. ***Brand-name or equal accepted. *** Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. ITEM INFORMATION ITEM NUMBER DESCRIPTION OF SUPPLIES/SERVICES QUANTITY UNIT UNIT PRICE AMOUNT 0001 1.00 JB __________________ __________________ Scope of Work: Furnish and install new Metasys BAS TEC programmable controllers for each of the 128 HVAC units SCOPE OF WORK CTVHCS Temple Bldg 221 JCI Metasys BAS Controls Service Contract for the Olin E. Teague Veterans' Medical Center Temple TX Requirements: The vendor shall be responsible for Temple Bldg 221 JCI Metasys BAS Controls at the Olin E. Teague Veterans' Medical Center Temple TX. The work will not be considered completed by the Government until the VA COR accepts the work. The Temple Bldg 221 JCI Metasys BAS Controls does not involve connectivity of a device/system to the VA computer network and does not involve sensitive VA data. All service shall be performed at the Olin E. Teague Veterans' Medical Center 1901 Veterans Memorial Drive Temple, TX 76504. The vendor shall provide all transportation and materials to perform this job. The contractor shall be familiar with all of the terms, conditions, and requirements herein contained with warranty items and conditions in the contract. Locations: Olin E. Teague VAMC, CTXVHCS 1901 Veterans Memorial Dr. Temple, TX 76504 Building 221 GENERAL INFORMATION: VA Hours of operation: Regular hours: Monday - Friday, 8:00a.m. to 4:30p.m. After Hours: Times vary and must be scheduled with Contracting Officer Representative (COR); generally, after 6:00 p.m. and before 6:00 a.m. Contractor shall provide all services including supervision, labor, travel, mileage, overtime and required parts/materials. Document conditions, values and recommendations on Contractor provided forms and submit to the COR at the completion of inspection. Invoices submitted without correct purchase order/obligation document number and contract/purchase order number will not be processed. GENERAL REQUIREMENTS: Contractor shall furnish and install new JCI Metasys BAS TEC programmable controllers for each of the 128 HVAC units serving the patient rooms in CLC Bldg 221. Contractor shall follow Lock out / Tag out procedures. Contractor shall furnish and install JCI Metasys Supervisory Controllers to bring newly added points back into the existing JCI Metasys Server and Front End. Contractor shall Provide Graphics for newly installed JCI Metasys BAS devices. Contractor shall furnish and install low voltage wiring for each of the 128 programmable stats. Contractor shall program and commission the newly installed JCI Metasys BAS devices.. Contractor shall verify proper operation of newly installed JCI Metasys BAS devices. Any and all additional parts or repairs not covered will be quoted to the customer at a later date.
