Description
Contract FA445217F0027 Performance Work Statement (PWS) The 763 SCONS/PKB, Scott AFB IL, intends to issue a sole source, cost modification to contract FA445217F0027, extending the KC-46A Defensive Systems Mission Data File (MDF) Development contract for six months, 17 Jan 20 - 16 Jul 20. This extension will be accomplished via FAR 52.217-8 Option to Extend Services. This sole source contract modification will be issued to The Corporation of Mercer University, 135 Osigian Blvd., Warner Robins GA, 31088-7810, to continue to provide engineering support for development of the KC-46A ALR-69A Radar Warning Receiver (RWR) or Ratio Frequency Self Defense System (RFSDS) and the Tactical Situational Awareness System (TSAS) Mission Data Files (MDFs). Within the KC-46A program this is commonly referred to as the RFSDS TSAS Integration effort. The KC-46A aircraft is the second highest acquisition priority for the Air Force and successful Initial Operational Test and Evaluation (IOT&E) is critical. The RFSDS and the TSAS are installed on the KC-46A Tanker as part of the overall Defensive Systems (DS). The KC-46A DS is part of the Survivability Key Performance Parameters (KPP) for the aircraft and will be a crucial part of the overall aircraft IOT&E. The KC-46A System Program Office (SPO), Air Force Operational Test and Evaluation Center (AFOTEC) and Air Mobility Command (AMC) require that the RFSDS/TSAS integration contain multiple operational Mission Data Files (MDFs) to demonstrate real world operational capability of the KC-46A DS. These MDFs must be developed, documented and tested prior to the beginning of IOT&E. The MDFs must be capable of meeting specified response times, provide high identification accuracy and maintain the capability for Single Ship Geolocation (SSG) processing. AMC/A5Q Operating Location A at Robins AFB GA is responsible for developing these MDFs. In order to meet the schedule for MDF development, AMC will require support in designing, generating, and testing the MDFs to meet IOT&E deadlines. Currently, approval for this requirement does not exist. However, the process for justification and approval has begun. If approval is obtained, the Government intends to issue a sole source modification to one source, to The Corporation of Mercer University, 135 Osigian Blvd., Warner Robins GA, 31088-7810, under authority 10 USC 2304(c)(1), as implemented by FAR 6.302-1(b)(4) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to complete this action based upon responses to this notice is solely within the discretion of the Government. Verbal requests will not be acted upon. The North American Industry Classification System (NAICS) Code is 541330 - Other Electronic and Precision Equipment Repair and Maintenance with the corresponding size standard of $15.0 million.
