- NAVSUP Fleet Logistics Center (FLC) Norfolk ™s, Contracting Department intends to negotiate a Firm Fixed Price, 100% Small Business Set-Aside, contract for an Emergency Response Notification Management System in support of Navy Medicine East (NME), utilizing procedures under FAR Part 13.5. This synopsis is for the required product listed under sources sought notice N0018919Q0464. A complete RFQ package will be available on or about 18 November 2019 at the Navy Electronic Commerce Online Website as follows: https://www.neco.navy.mil. The North American Industry Classification System (NAICS) code for this acquisition is 511210. The Size Standard is $41.5M. The base period of performance will be from 01 July 2020 through 30 June 2021. The anticipated award is for a 12-month base year with four additional 12-month option years and the prices will be evaluated prior to award. This notice of intent is not a request for competitive quotations. Please direct all questions regarding this requirement to Tierra Watson at tierra.watson@navy.mil. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the (SAM) database will make a contractor ineligible for award.
