SOURCES SOUGHT/REQUEST FOR INFORMATION: THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING PURPOSES ONLY! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Request for PROPOSAL (RFP) number is W912P820R0003 and shall be used to reference any written responses to this source sought/Request for Information (RFI). USACE anticipates a requirement under the North American Industry Classification Systems (NAICS) Code proposed 624410. The requirement: USACE seeks responsive and responsible offerors who can provide employer on-site childcare services to no more than 100 children, ages 4 weeks to 5 years of age for its military, army civilian and private sector clients. Qualifications: Must have or have the capability to meet the requirements of the1989 Military Child Care Act (MCCA), Department of Defense Instruction (DODI) 6060.02 Child Development Programs; Army Regulation 608-10 US Army Child Development Program Regulations; United States Army Child Youth Services (CYS) Operations Manual; US Army MEDDAC/MEDCOM regulations; and National Health and Performance Standards; Guidelines for Early Care and Education Programs: Caring for Our Children; be able to meet National Association for the Education of Young Children (NAEYC) accreditation standards within one year of operation, and be licensed to provide child care in the State of Louisiana. Interested sources should have demonstrable experience providing employer-based daycare services. Experience providing employer-based daycare services to federal agencies, or experience providing services to the Department of Defense components services is preferred. Potential sources are requested to submit: 1. Capability statement identifying current or previous contracts to provide employer-based daycare services of the same scope and magnitude. 2. For requirement planning purposes; proposed phase-in time from contract award to re-opening of an existing, furnished facility. 3. Approach to Parent tuition/employer based contribution structure. 4. Any pertinent information your organization identifies as relevant for this type of requirement (Quality Control Plan (QCP), Statement of Work (SOW), Performance Work Statement (PWS), training schedules, incentives, or any related submission which may assist the Government with planning and the solicitation for the stated child care services requirement. Please note: All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov. Include in your capabilities package your DUNS, Cage Code, System for Award Management expiration date.
