- DESCRIPTION: *****THIS SOLICITATION NOTICE SUPERSEDES PRE-SOLICITATION NOTICE W912QR19R0025 POSTED ON AUGUST 29, 2019. ***** An amendment is currently pending that will extend the solicitation due date beyond 06 November 2019. This amendment will be posted no later than Wednesday November 06 2019. The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR20R0006 for the replacement and relocation of an existing fuel farm, located at Wright Patterson Air Force Base. Work includes removing seventeen existing underground single-walled fuel storage tanks, with a total capacity of 148,000 gal, and install seventeen double-walled underground storage tanks, all associated piping, and controls. Project will also replace one 2,000 gal above ground liquid propane storage tank with concrete support pad. Relocated fuel farm will include one 25,000 gal tank, three 20,000 gal tanks, one 10,000 gal tank, four 6,000 gal tanks, six 4,000 gal tanks, and two 2,500 gal tanks. Liquid propane tank to be 2,000 gal. Work must be completed while maintaining the partial use of the existing fuel farm to sustain ongoing research efforts. Work includes replacement of the existing 500 square foot manifold building, including oil/water separator and associated storm water piping, power to the facility and exterior lighting, domestic water piping, fire suppression system, HVAC system, perimeter fencing, access drive, sidewalks, and roadway lighting. Contract duration is estimated at 500 calendar days. A pre-proposal site visit may be held. Meeting and site visit details will be provided in the solicitation. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 237120 Oil and Gas Pipeline and Related Structures Construction. TYPE OF SET-ASIDE: This is a Full and open procurement. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $10,000,000 and $25,000,000, in accordance with DFARS 236.204. SELECTION PROCESS: This is a single-phase procurement. The proposals will be evaluated using a Best Value Tradeoff source selection process. The technical information contained in each offeror's proposal will be reviewed, evaluated, and rated by the Government. Proposals for this procurement, at a minimum, will consist of the following: Past Performance; Technical, Small Business Participation Plan, and Price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors, other than price, are considered approximately equal to price. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
