Description
Statement of Work with further details to scope and requirements SYNOPSIS Jeffery L. Bird, dba Performance Edge, LLC. Technical/Expert Support - Tank Farms Operations The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to award by means of other than full and open competition, pursuant to Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy Agency Requirements. DOE intends to award a sole source Time and Materials (T&M), (FAR 16.601) contract to Jeffery L. Bird, dba Performance Edge, LLC. (Proposed Resource) located at 2534 Cordoba Ct. Richland, WA 99354 for the technical, engineering, consulting and management services of DOE/ORP Tank Farms (TF) operations/design of Tank-Side Cesium Removal (TSCR) and Direct Feed Low-Activity Waste (DFLAW) activities. DOE has determined that there is a need for scientific and consulting services. The Proposed Resource possesses specific knowledge and past experience of DOE Hanford nuclear waste tank clean up and related project transitions, as required. This work which is highly specialized and distinctly specific to the Hanford Site and mission. The Proposed Resource is the only source with the required technical support skills, on-site experience, education and knowledge to satisfy DOE/ORP TF needs. Services will support the DOE/ORP Assistant Manager for Tank Farms (AMTF), TSCR and DFLAW. If requirements are not met it would result in creating unacceptable delays or would add significant additional costs to the TF Program. A copy of the Statement of Work (SOW) is attached. Due to the unique nature of this requirement, DOE/ORP TF does not know of, and has not solicited other sources. This notice is not a solicitation for proposals, and none will be accepted. The estimated total cost of this initial contract is $870,000.00. Any subsequent modification of the contract shall not be more frequent than on a semi-annual basis. This contract shall not exceed the stated amount over its entire duration. For questions regarding the technical aspects of this requirement, contact Brian A.
