- Floating Dry Dock Request for Information (RFI) THIS REQUEST FOR INFORMATION (RFI) NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. IT SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO IMPLEMENT ANY IDEA RESULTING FROM RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY, AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION. Respondents are solely responsible for properly marking and clearly identifying any proprietary information (including trade secrets) contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information that has not been both properly marked and clearly identified. Information marked proprietary received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. To aid the Government in its review, please segregate proprietary information. REQUEST FOR INFORMATION: The Naval Sea Systems Command (NAVSEA) Shipyard Infrastructure Optimization Program (SIOP) Program Manager of Ships (PMS 555) Program Management Office is interested in understanding if floating dry docks are a viable and cost effective alternative to graving docks for conducting docking evolutions to support maintenance of nuclear submarines of all classes at Pearl Harbor Naval Shipyard (PHNSY). Objective - This RFI seeks to identify the procurement cost, life cycle cost (maintenance and operational), timeline for construction, lifting and handling capabilities, ballasting control systems for complex lifting and handling functions, mooring requirements, blocking requirements, and structural requirements for a floating dry dock production facility that can dock nuclear submarines at the PHNSY. Current Studies- Production flow analyses are now in progress to define efficient production processes for submarine availabilities. The concept is to perform 80% of the tasks in a production facility and reduce the excessive workforce movement. The floating dry dock production facility will provide management offices, workforce comfort areas, shop areas, crane service and supporting services. Floating Dry Dock Production Facility Example: One concept is a floating dry dock about 500ft long and 250 feet beam. The dock area would have 150ft open area with 50 foot wide wing walls to provide the necessary space for offices, shops, comfort areas, storage and support. Crane service will be with two 25-50 ton gantry or bridge cranes. Construction would be modular in 125x250ft sections. Additionally, the RFI seeks to identify necessary utility requirements for successful docking evolutions of the ship classes noted above and whether U.S. based construction/shipbuilding companies are capable of constructing such floating dry docks. SUBMISSION DETAILS: PMS 555 is requesting companies to provide the following information: 1. Procurement cost based on a design for VIRGINIA Class Block V with VPM. • Minimum Floating Dry Dock length = 650 feet • Minimum Floating Dry Dock Deck width (not including wing wall) = 75 feet • Minimum floor loading capability = 35 LT/ft 2. Concept for dry dock production facility contained within wing walls with shop space capable of servicing 80% of the workload and concept for production facility at head of the mooring location to include a deployable service ramp to deck plate of floating dry dock capable at a minimum of bow dome removal. 3. Life cycle cost for maintenance and operation. 4. Notional construction and delivery timeline, to include acceptance and Military Standard (MILSTD) MIL-STD-1625(D) certification testing. Assume ABS standards for floating dry docks 5. Construction will be in the US following laws regarding the SCN account. Any subsidiary status of a foreign-based entity must also be revealed. 6. Lifting and handling design and capability, along with ballasting system to accommodate complex and heavy lifts. 7. Calculations and/or requirements for mooring, structural integrity, blocking, and utilities necessary to support docking evolutions for each type of floating dry dock. Additionally, utility support capabilities for onboard submarine shall be provided. 8. Required IT infrastructure to support floating dry dock operations and onboard submarine maintenance. 9. Information necessary to design and build this facility. Not responding to this RFI does not preclude participation in any future competitive solicitation, if one is issued. If a solicitation is issued, it will be announced later via FBO, and all interested parties must respond to that solicitation announcement separately from the responses to this RFI. There is no page limit to this response.
