Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This sources sought is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The government is seeking to identify QUALIFIED SMALL BUSINESS SOURCES for competitive procurement under 2017 North American Industry Classification System (NAICS) 238210 for Electrical Contractors and Other Wiring Installation Contractors (Size Standard - $15.0 Million). The Department of Interior (DOI), National Park Service (NPS) anticipates issuing a firm fixed price construction contract for services at the Filene Center at Wolf Trap National Park for the Performing Arts in Vienna, VA. This project will replace the stage rigging system used for performances in the Filene Center at Wolf Trap National Park for the Performing Arts in Fairfax County, VA. The current stage rigging system was installed in 1984 and all parts have now exceeded their life cycle. The rigging system is used to lift multiple items including stage scenery, lighting equipment, sound equipment and the orchestra shell. The three pieces of the orchestra shell weigh approximately 30,000 pounds. The stage rigging system is a 104-line set, single-purchase manual counterweight system. The powered systems include the fire curtain, light bridge, two light ladders, and the storage and positioning machinery for the orchestra shell. The Filene Center is an open-air theater and equipment considerations shall take into account the exposure to humidity and condensation. The replacement system shall be an in-kind replacement of the current 104-line set manual counterweight system, replacement of the orchestra shell ceiling winches, replacement of the control systems, modification to the orchestra pit lift for controls/edge protection, removal of the side light ladders, modification to the fire curtain controls and circuitry, and addition of OSHA-compliance fall protection systems. Estimated Construction Magnitude: $1 Million to $5 Million Period of Performance: 365 Calendar Days after Notice to Proceed. Estimated Award Date is September 2020. The Government invites SMALL BUSINESS contractors that possess the qualifications and capabilities for this requirement and are interested in proposing on this solicitation, should it come to fruition to submit a response. -The submission shall contain enough information so that it can be sufficiently evaluated to make a determination regarding qualifications and capabilities. -Submit descriptions of projects that your firm has been the prime contractor for and self-performed a minimum of 15%, not including the cost of materials, with its own employees that are considered to be relevant to this project. At a minimum, describe the project, who the customer was, where it was performed, what the period of performance was, the entire dollar value, how much and what was self-performed and any other relevant information. For each project, provide the contact information for the customer include a name, phone number and email address so that past performance information can be obtained. -Submit a description of how your company possesses the resources to finance, schedule and manage this requirement. -Submit a description of how your company would self-perform a minimum of 15% not including cost of materials with its own employees. -Submit a bonding capability for a single project, aggregate amount and current available bonding. -Submit the company's point of contact with an email and phone number, the mailing address and DUNS number. -Existing marketing materials such as capability statements and brochures may also be submitted. -Identify your firm's socioeconomic status (i.e. 8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOB and Small). This Sources Sought Notice is for information and planning purposes only and is not to be construed to be a proposal or a commitment by the Government. The Government will not pay for any information received from potential sources. Respondents will not be notified of the Sources Sought Results. Only electronic submissions via email will be accepted. No hard copy or facsimile submissions will be accepted. Responses to this Sources Sought Notice shall be emailed to John Babcock at john_babcock@nps.gov as well as Mike Camacho at frank_camacho_nps.gov. Responses to this Sources Sought Notice are due no later than November 25, 2019 at 2:00 PM MT.
