- This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an Invitation for BID (IFB), nor is it to be construed as a commitment by the Government. This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming sole source solicitation. AFTC/PZIE, Eglin AFB FL, intends to solicit and award a sole source purchase order for Video Distribution Units under the authority of FAR 13.106(b)(1) to Delta Information Systems. The associated NAICS is 334511. This requirement is for: CLIN 0001 Video Distribution Unit: The video distribution unit (VDU) is a combination video format transcoder, distribution amplifier and switcher intended for airborne use. Shape is small 2" x 3" x 3.5" enclosure. Each transcoder channel converts composite (CVBS) video to component (Y-C) video, or component video to composite, depending on the input presented to the VDU. There are three transcoder channels in the device. The VDU also contains an 8x1 video switcher. This switcher selects from the composite outputs of the three-transcoder channels and five separate composite video inputs. Switcher output selection is accomplished via three binary encoded, optically isolated, control inputs. The distribution amplifier function of the VDSU provides three buffered outputs for each output channel. Standard D-SUB50 connectors are utilized for the input/output signals. Unit must meet all relevant military airborne environmental (vibration, heat, EMI/C) standards. Total estimated quantity is 20 units. These items must be delivered to: EGLIN AFB, FL 32542 no later than 120 Days ARO on a FOB Destination basis. This notice is not a request for competitive proposals/quotes, however all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The government will consider all responses received by 2:00 PM CST, 20 November 2019. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
