Description
In accordance with FAR 5.203(a), this presolicitation notice provides at least 15 days notification that the Naval Research Laboratory (NRL) intends to issue a solicitation for research and development titled Active Pixel Sensors (APS) for the National Oceanic and Atmospheric Administration Compact Coronagraph (CCOR). This requirement is for research and development (R&D) as defined in FAR Part 35: R&D for the Solar and Heliospheric Physic Code under the Ocean and Atmospheric Science Directorate for the U.S. Naval Research Laboratory (NRL). Solar and Heliospheric Physic Code improves heliospace environment understanding, awareness, sensors, forecast capabilities, and monitoring tools that predict operational impacts and enable real-time threat warning; and transition these developments to support the Navy/Marine Corps and other agencies. The performance required under this action is Government specific and the expectation is that the CCOR APS detector development program will be similar to the previously established sensor design and fabrication program. This contract specifies task requirements in three areas: 1) procure an additional lot of flight wafers, 2) device wafer evaluation and screening and 3) device packaging and screening. The anticipated level of effort involved will be a mix of labor categories, to include key personnel, equaling 16,080 labor hours over a three-year period: 4,800 labor hours for the base year; 9,360 for Option 1; and 1,920 for Option 2. The product service code assigned for this effort is 5980: Optoelectrical Devices and Associated Hardware (59- Electrical and Electrical Equipment Components). The proposed Request for Proposal (RFP) number for this requirement is N00173-20-R-EN01. The RFP will be posted to the SeaPort-e, the Navy’s electronic platform, on or after November 20, 2019 as full and open competition through the use of competitive procedures in accordance with FAR Part 15. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. The anticipated award date is 12/13/2019. The place of performance will be at NRL located at 4555 Overlook Ave SW, Washington, D.C. 20375. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
