- Introduction Naval Air Systems Command (NAVAIR), Direct and Time Sensitive Strike Program Office (PMA-242) intends to award sole source contracts to Northrop Grumman Innovation Systems, 9401 Corbin Avenue, Northridge, CA 91324, in support of AGM-88E Advanced Anti-Radiation Guided Missile (AARGM) Full Rate Production (FRP) Lots 10 (FY21), 11 (FY22), and Advanced Anti-Radiation Guided Missile - Extended Range (AARGM-ER) Low Rate Initial Production (LRIP) Lot I (FY 21). Estimated RFP release: 2nd Quarter FY20 Estimated Award: 2nd Quarter FY21 Disclaimer This sources sought is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Contract/Program Background 1.Existing Contract Number - N00019-19-C-0049; N00019-19-C-0050 2.Contract Type - Fixed Price Type 3.Incumbent - Northrop Grumman Innovation Systems 4.Was the work previously set-aside? No Required Capabilities The FRP Lots 10 and 11 will be performed at the contractor's facilities and include the purchase of AGM-88E AARGM All-Up-Round (AUR) missiles and Captive Air Training Missiles (CATMs). In addition, the FRP efforts will include initial and replenishment spares; technical and training manual updates; Non-recurring Engineering (NRE); Support Equipment (SE) modifications and support documentation, training and operations; cost improvement and cost reduction initiatives; and logistics and engineering production support. The LRIP Lot I will be performed at the contractor's facilities and include the purchase of AGM-88G AARGM-ER All-Up-Round (AUR) missiles and CATMs. In addition, the LRIP effort will include initial spares; technical and training manual updates; Non-recurring Engineering (NRE); Support Equipment (SE) modifications and support documentation; training and operations; cost improvement and cost reduction initiatives; and logistics and engineering production support. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The previous AARGM contracts were awarded as Small Business Innovation Research (SBIR) programs. Accordingly, the Government does not have data rights to the missile guidance section and control section components. As the sole designer, developer and manufacturer of the AARGM and AARGM-ER missiles, Northrop Grumman Innovation Systems is the only source that currently possesses sufficient requisite knowledge, engineering expertise, tooling, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. The result of this Sources Sought will be utilized to determine if the required supplies or services exist in the marketplace and if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. Other interested parties may identify their interest and capability to respond to the requirement no later than 30 days after the posting of this sources sought. Eligibility The Applicable North American Industry Classification System (NAICS) code for this requirement is 336414 with a Small Business Size Standard of 1,250 employees. The Product Service Code (PSC) is 1410. Submission Details Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11.5 inch pages, font no smaller than 10 point) demonstrating the ability to perform the required capabilities.
