SOURCES SOUGHT ANNOUNCEMENT This is a Sources Sought announcement only. This is not a request for proposals, quotations, or bids. This is not a synopsis of a proposed contract action under FAR Subpart 5.2 and no purchase order will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. No solicitation is currently available. This market research is to gain knowledge of interest, capabilities, and qualifications of interested firms and will be used by the Government to shape the acquisition strategy in developing a competitive requirement. The Pacific Northwest Regional Office of the Bureau of Reclamation is conducting market research for a Firm Fixed Price Commercial Item Service purchase order for law enforcement services (with full arrest authority) for the facilities, structures, and properties within the Grand Coulee Power Office (GCPO) physical and administrative boundaries located in the state of Washington. The required service area includes tribal lands and multiple counties: to include, Grant, Douglas, Okanogan, and Lincoln counties. Reclamation may award purchase orders to multiple entities base on appropriate jurisdiction and law enforcement authority. Each purchase order will be for a 12-month base period, and four (4) 12-month option periods. Reclamation cannot provide law enforcement arrest authority to any entity. Therefore, the awarded contractor(s) must have its own law enforcement, to include full arrest, authority in the required service area. The contractor(s) shall furnish all labor, transportation, facilities, equipment, material, and supervision required to successfully perform the work required in the purchase order. Sources are being sought for entities with a North American Industry Classification System (NAICS) code 561612, Security Guards and Patrol Services, with a Small Business Size Standard of $22.0 million. Responses are requested with the following information, which shall not exceed a total of two (2) pages: 1. Entity's name, address, DUNS number, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Woman Owned, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. Description of capability to perform law enforcement services as described above. 4. Specific areas the entity has law enforcement and full arrest authority. Interested parties can email their capabilities and relevant history to Mandy Somerville at asomerville@usbr.gov. NO RESPONSES WILL BE ACCEPTED BY FAX. Responses will not be returned. Telephonic responses will not be accepted. Responses are due by 2:00 p.m. (MST) on November 21, 2019.
