- Description
- The Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Combat Ammunition Systems (PM-CAS), intends to solicit and negotiate a sole source, firm fixed price modification with Northrop Grumman Innovation Systems (NGIS), 4700 Nathan Lane North, Plymouth, MN 55442 to add Options 6, 7, and 8 to the current contract, W15QKN-13-C-0074, for the continued production of up to 30,000 each M1156 PGKs per option. The PGK is a guided artillery fuze that satisfies the need for all-weather capability. The PGK technology places capability in the hands of the Warfighter for 155mm High Explosive (HE) projectiles (M795 and M549A1) exceeding the threshold requirement for 50m accuracy capability. This capability decreases the likelihood of serious injury or death to US Soldiers. PGK is capable of accuracies ≤ 50 meters, with a goal of ≤ 30 meters, Circular Error Probable (CEP) of designated target location, with similar kinetic effects of current munitions. The PGK GPS guided precision fuze capability significantly enhances operational effectiveness and significantly reduces risk of dispersed units being overwhelmed by larger enemy forces. This sole source modification is intended to be issued under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 (a)(2)(ii)(A) Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements; supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The anticipated modification will include First Article Acceptance Testing (FAAT). The anticipated modification will also include a requirement for the design, development, and production of representative inert PGK mass simulators as needed for possible testing requirements.
