- Vendor Feedback Form Draft Statement of Work The U.S. Food and Drug Administration's (FDA), Office of Acquisitions and Grants Services (OAGS), is conducting market research for Active Shooter Training support services. The U.S. Food and Drug Administration (FDA) is charged with protecting the public health by ensuring the safety, effectiveness, and security of human and veterinary drugs, biological products, and medical devices; ensuring the safety of foods, cosmetics, and radiation-emitting products; and regulating tobacco products. The Office of Security and Emergency Management is responsible to protect FDA's personnel, facilities, and information from threats and ensures that FDA is prepared to manage emergencies and incidents including those involving FDA-regulated products. The FDA has approximately 18,000 employees located at our headquarters in White Oak, Maryland, as well as 200+ field offices and laboratories located throughout the 50 states, the United States Virgin Islands, and Puerto Rico. FDA is launching an enhanced Security Awareness Campaign to include multimedia communications and multi-format training for its employees and contractors. The objectives of this requirement are to provide a dynamic and applicable incident response training to FDA employees regardless of their duty station. The purpose of this RFI is to identify small businesses (i.e., Small Businesses, SBA Certified 8(a) Small Businesses, Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-owned Small Businesses (VOSB), and Service-Disabled Veteran-owned Small Businesses (SDVOSB)) that are capable of providing the full range of services described in this RFI and the Draft Statement of Work (SOW). Responses to this Request for Information (RFI) will be utilized for a potential solicitation for an anticipated competitive, single-award contract. The anticipated period of performance for the contract is one (1) year. Any businesses with the availability and capability to meet the requirements in the attached draft Statement of Work (SOW) shall provide a response by the Response Date of this notice, with the following information: - Cover Page, to include: 1) Company Name 2) Company Address 3) DUNS number 4) Socio-economic status (i.e. small, 8(a), VOSB, SDVOSB, HUBZone, SDB, WOSB, etc.) 5) Point of Contact (Name, email and phone number) - Completed Vendor Feedback Form - Capability Statement showing the respondent's ability and willingness to complete this requirement. - CPARS evaluations for contracts identified in the Vendor Feedback Form - Capability to meet the requirements of FAR 52.219-14 Limitations on Subcontracting DRAFT SOW - See attached DRAFT SOW, which is subject to change. Potential offerors responding to this notice are highly encouraged to review the DRAFT SOW and provide comments and feedback using the Tracked Changes and Comment features found in MS Word. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is being issued in accordance with Federal Acquisition Regulation Part 10, Market Research. It is for information, planning and market research purposes only and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
