Description
J&A Sole Source USAFA Falcon Club PWS for CCLD Event Catering Services NOTICE OF INTENT TO SOLE SOURCE The 10th Contracting Squadron, Operational Contracting Office, United States Air Force Academy (USAFA) Colorado, intends to award on a Sole Source basis a Blanket Purchase Agreement (BPA) for Catering Service Support for the Center for Character and Leadership Development (CCLD) to USAFA Falcon Club. This procurement is for the acquisition of a sole source commercial service using simplified procedures in accordance with FAR Part 13. This effort is for catering services for the CCLD would like to use the Academy Falcon Club as the preferred caterer for all events on base due to the complexity of the events hosted in multiple venues throughout USAFA as well as the ease of access to the base. The largest service required will be for the National Character and Leadership Symposium (NCLS). Since NCLS uses multiple facilities throughout the base, HAPS and Polaris Park are two of the venues used for meals and they both fall under the Falcon Club management. Having one single POC for all the facilities is a benefit to the event. All CCLD events, including NCLS, are funded with gift funds. Falcon Club understands the gift fund limitations, cadet meal reimbursement process, as well as the wait time required to process payments through gift funds, and they do not require deposits. Most outside caterers require deposits. The Superintendent of USAFA has strongly suggested utilizing the services provided by the Falcon Club. By using Falcon Club, we keep funding on the installation; re-capitalizing and providing tangible benefits to the base population, buying equipment, renovating facilities to further serve the our Cadets and young Airman along deployed families. The North American Industrial Classification System (NAICS) number is 722320 and the business size standard is $7.5M. This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required services with all of the features and functions of the requirement described in the Performance Work Statement (PWS) may provide evidence for consideration. Evidence must support the offeror's claim they can fully provide this requirement. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Responses must be received no later than 12:00 pm Mountain Time (MT) on 18 November 2019. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) at https://sam.gov/. The Government intends to award a Blanket Purchase Agreement processed IAW FAR Parts 12 and 13. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
