- This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an Invitation for BID (IFB), nor is it to be construed as a commitment by the Government. This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming sole source solicitation. AFTC/PZIE, Eglin AFB FL, intends to solicit and award a sole source purchase order for Miniature Airborne Encryption Unit (MAEU) under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 to L3 Technologies Inc. The associated NAICS is 334511. This requirement is for: CLIN 0001 : Miniature Airborne Encryption Unit (MAEU): The MAEU is a stand-alone module that will be integrated into existing data acquisition and telemetry systems. The MAEU integrates the KGV-937 Encryption device into aircraft, instrumentation pods, weapons, and ground systems developed and designed by the 96 TW (96 RANSS/RNRE). To meet National Security Agency (NSA) and concept of operation (CONOPS) requirements, it is critical that Cryptographic Keys be held in non-volatile (NV) memory and have a method to purge (i.e. Erase) the NV memory using the MAEU. The MAEU must be able to provide a key fill port compatible with the LIM-BAT-401 or similar adapter due to its 3.3V interface. The MAEU must be compatible with the 135A algorithm. The MAEU will operate across the Plain Text and Encrypted Text domains and shall be designed and characterized for TEMPEST requirements. The supplier shall certify the MAEU and mating transmitter per guidelines and requirements set forth by the NSA. The MAEU will be utilized to source power to the associated transmitter as well as include provisions for Zeroing the Crypto Key; Automatic Control of the Telemetry Transmitter will be in accordance with NSA requirements. The MAEU will also provide encrypted output signals suitable for transmission. The MAEU shall consist of a single mechanical module that is integrated IAW guidelines and requirements from the NSA. Total quantity required 25 units. CLIN 0002: Option CLIN for additional 20 Miniature Airborne Encryption Units The period of performance for this effort is 300 days after receipt of order/75 additional days for option. This notice is not a request for competitive proposals/quotes, however all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The government will consider all responses received by 2:00 PM CST, 20 November 2019. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
