Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Load Impact AB, Mailbox 2459 C/O Centera Aut, 10026 Stockholm, Sweden, for the renewal of Load Impact v4.0 Pro Plan annual subscription for one year and three 1-year option periods for the National Centers for Environmental Prediction (NCEP) in College Park, MD. Sole Source Justification NCEP's Central Operations (NCO) Supports and maintains several mission 24x7 critical applications that run on the Integrated Dissemination Program (IDP). To ensure applications and the infrastructure are designed and developed to perform under the volatility of customer demand, automated load testing of applications is necessary. Through analysis of load testing tools by NCO staff, Load Impact was identified for the following primary reasons: • Load Impact is a cloud-based software tool that offers the flexibility to execute load tests on IDP applications locally and/or remotely from NCO's campus. • Load Impact's ease of use suits the varied scripting skill levels across NCO staff responsible for developing and executing load test on IDP applications. • Load impact has been used by NCO staff for 3 years. In that time, an estimated 50+ man hours have been invested in creating custom developed testing scripts to be used on the Load Impact platform. Switching testing tools and re-creating the customized scripts for the applications requiring load test would create an unnecessary burden to the organization and would put NCO at risk for ensuring mission critical applications are able to perform under the volatility of customer demand. The market research conducted by NCO determined that Load Impact does not have any authorized resellers of service for its load testing software. Special Notice This is the only notice to be posted. This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the needed software may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to shelley.smith@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to Load Impact AB. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
