Description
Attached is a statement of work. 1. Steel Tube: The USG is seeking a technical solution for an inspection system capable of performing non-destructive inspections on tubular 4XXX steel structures. Inspections will be required at the forging level and finish machined level. At the forging level the inspection is required to be able to detect inclusions in the size of.047" diameter for single defects and.3125" diameter for multiple defects located less than 1" apart.-. The forging length is approximately 52" with an inner diameter of 2.78" and an outer diameter of 4.60". At one end the outer diameter expands to 6.50". At the finish machined level fatigue calculations have determined the major surface flaw size to be.006"x.012 and the system should be able to detect a surface defect of this size. The Finish Machined Tube surface has a threaded and fin section along with various edge points or raised areas that may impact the ability of the inspection device to measure accurately at those locations. The material at the root of the fins shall be inspected while the remaining fin material is not required. At the opposite end from the threaded area the tube expands into a conical shape. The finished machined tube will also have some engraving, a surface finish of 63 micro-inch or better, and may have manganese phosphate coating on the exterior. An image and some additional characteristics of the tubular steel in the finish machined condition is as follows: Finished Machined Tube Characteristics: 1. Overall Length: ~50" 2. Outer Diameters variations: a. Threaded section - ~3.5" b. Fin Section - ~3.5" to base of fin section, ~3.6"-4.25" to top of section c. Smooth Sections - one section at 3.42" and one at 3.62" d. Cone Section- 3.42" to approx. 7.5" e. Raised Bands - one on smooth section and one at end of cone 3. Inner Diameter: a. Bore Section - 3.205" b. Cone Section - 3.205" to approx. 7.00" Inspection equipment capabilities required: 1. Defect detection size: a..006"x.012" for surface defect (Finish Machined) b..047" diameter single defect,.3125" diameter multiple defects located less than 1 inch apart for inclusions (Forging) 2. Flaw mapping capability - defects shall be indexed from the muzzle end using a timing mark as 12:00. 3. On-site calibration capability is required. 4. An auto-detection verification system will be incorporated that will monitor flaw detection to include sensor positioning and functioning. If after initial calibration the auto-verification detects a deterioration in the in inspection sensitivity that results in a loss of 6db or more the system shall inhibit and indicate a fault. 5. Capable of estimating and reporting the amount of time required to complete the inspection. Interested parties shall submit a brief capability statement demonstrating their capabilities with meeting the specifications outlined in this notice. Standard corporate brochures are not desired. The capability statement should include the following: company name, address, telephone number, email address, technical point of contract, DUNS number, Cage Code and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business), and technical description of the ability to meet the requirement. This Sources Sought Notice is for information and planning purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation, nor is the Government obligated to issue a solicitation as a result of this notice. The Government is not obligated to notify respondents of the results of this survey.
