Description
This procurement will be a 100% Small Business set aside. The North American Industrial Classification Code (NAICS) is 238220 with a size standard of $15 Million. The work will be performed at the E. Ross Adair Federal Building & U.S. Courthouse, 1300 S. Harrison Street Fort Wayne, IN 46802-3495. Project Summary Description: The Contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools, equipment and subcontracts necessary to provide Operation and Maintenance and related services described in this solicitation including inspection, testing, and maintenance of all fire protection systems. The Contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, City laws and codes, and follow the more stringent of them. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to: Occupational Safety and Health Act (OSHA). The general nature and intent of the work to be performed will include but is not limited to labor, materials, equipment, management, and supplies for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, and repair of the following equipment and systems: a. Electrical systems and equipment b. Mechanical, plumbing, and heating, ventilation, exhaust systems and air conditioning (HVAC) systems and equipment c. Fire protection and life safety systems and equipment d. All Building Monitor and Controls system are within the scope of this contract. These BMC systems may include Building Automation Systems (BAS), Digital Lighting Systems and Public Address Systems, Energy Management Systems or other building controls systems e. Service request desk operations f. Maintenance of landscape irrigation systems g. Mechanical equipment for window washing h. Security fixtures including but not limited to locks, keycard systems, vehicle barrier systems and static and dynamic bollard systems. i. Dock levelers and roll-up and sliding garage doors. j. All fixed equipment and systems. k. Storm drainage systems l. Complete roofing system investigations and repairs. m. Maintain and repair U.S. flag pole, lighting and pulley system. n. Maintain kitchen/concessions area drains. o. Maintain conveying equipment, parking control equipment, and loading dock equipment. p. All fencing, controllers and all other associated equipment. This is negotiated, firm fixed price procurement; there will NOT be a public bid opening. The solicitation will be available on or about December 5, 2019; the actual date for receipt of proposals will be stated in the solicitation. The solicitation cited above can only be obtained by accessing a secure website known as FedBizOpps. FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. It is fully integrated with other electronic government initiatives such as the System for Award Management (SAM) database, and is available for use by all Federal agencies. In order to obtain information from FedBizOpps, you will first be required to register with SAM. The System for Award Management database is a part of the Business Partner Network, an e-gov initiative, and will be used to validate vendor identity. All government contractors must be registered in SAM prior to receiving an award. You may access SAM at the following URLwww.sam.gov. Once you have registered with SAM you will be required to register with FedBizOpps. No federal materials can be downloaded until you have registered under both sites.
