- The U.S. Army is conducting market research to determine if there are potential sources for the Illuminator, Infrared. The purpose of this announcement is to canvass the industry for any possible sources of the Illuminator, Infrared. This request for information does not constitute a solicitation or a request for proposal, and shall not be interpreted as a commitment by the Government. Responses are not offers, and the Government is under no obligation to award a contract as a result of this announcement. Submission of any information in response to this announcement is purely voluntary. The Government assumes no financial responsibility for any costs incurred in responding or in any subsequent exchange of information. The U.S. Army Contracting Command - Warren (ACC-WRN) Warren, Michigan, 6501 East 11 Mile Road, 48397-5000 intends to procure the Illuminator, Infrared for continued support of the Warfighter. The proposed acquisition effort will be a five-year Requirements Contract. The estimated quantity per ordering year is 10,000 Black and 10,000 Tan. The purpose of this announcement is to solicit statements of interest and capabilities from industry, including small businesses. The Illuminator, Infrared, used by the US Army, is hardened for use on small arms and crew-served weapons. It has an integral mount for attaching to various weapons used by our Warfighters and retains zero variation after being subjected to weapons shock. Prior to Government acceptance, the previous supplier was required to have Laser Exemption from Federal Standards prescribed in the Code of Federal Regulations, Title 21, Chapter I, Subchapter J pursuant to Exemption No. 76EL-01DOD. This exemption is required in order for the Illuminator, Infrared to achieve its military operational requirements. The Illuminator, Infrared utilizes Class 3R visible and Class 3B infrared lasers in order to meet their illumination and aiming range requirements. Safeguards have been installed on the Illuminator, Infrared to prevent accidental exposure of personnel to the Class 3B lasers during training. The Illuminator, Infrared incorporates a "safety screw" removable only by use of a special tool which prevents users from accessing the Class 3B laser in "Combat Mode ". The use of this safety screw facilitates the use of the sights during force-on-force training. All proprietary and restricted information shall be clearly marked. The US Government has no manufacturing related technical data available for this item. Besides the above mentioned safety requirements, other characteristics of the Illuminator, Infrared include: * Maintain Boresight retention. * Maintain boresight repeatability. * Withstand the weapons shock profiles for M16/M4, M249, M240, M2 50cal, MK19 weapons systems and maintain zero. * Meet all required Safety tests and requirements for both the Army, Air Force, and USMC. * The Illuminator, Infrared shall be in either black or tan depending on the delivery order requirement. No other colors will be accepted. ***Please see Attachment 1, a table that refers to the technical specifications that are in-place for the Illuminator, Infrared. No deviations are permitted. Response to the below referenced questions is voluntary and no reimbursement will be made for any costs associated with providing information in response to this Market Survey and any follow-on information requests. Data submitted in response to this "Illuminator, Infrared market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. The objective of this market research is to determine if existing commercial or non-developmental items are available and suitable to fulfill the Army's requirement for Illuminator, Infrared. There is no risk to you for participating in this survey. Technical Considerations T1. Do you have a current commercial off-the shelf product that is the same as the Illuminator, Infrared described in the above table? If yes, please provide model # of this product, literature, and your published price lists. T2. If you manufacture an Illuminator, Infrared as described in the above technical specifications table, describe your current parts distribution and/or repair system or network. T3. Describe your company's experience designing and manufacturing an item that is in conformance with the specifications displayed in the above table? Production Considerations P1. The Government's intention is to purchase approximately 20,000 Illuminators, Infrared beginning during the3rd QTR, FY20. It is possible there may be fluctuations in quantities ordered per year. Please describe the maximum, minimum, and most economical monthly production rate at which you could produce and deliver. If required, please also include how much "ramp time" is needed to reach your production line maximum capacity. P2. Given the definition of production lead time as the time between delivery order placement and first delivery of product to the customer; please estimate the production lead time for your product that you would be willing to contractually commit to. Feel free to discuss quantity constraints or other factors. P3. Please describe the Quality Assurance (QA) programs you currently have in place? Logistics Considerations L1. Approximately what percentage of parts on your Illuminator, Infrared are Commercial Off-The-Shelf (COTS), and what percentage considered not COTS and therefore manufacture/inspected to your technical data requirements? L2. Explain the procedure in-place to accommodate warranty related returns? What is the typical turn-around period of time required to return a defected Illuminator, Infrared to either its user or to depot stock? L3. Does your company currently have Operator and Maintainer manuals to support your Illuminator, Infrared? If yes, please provide them as examples. L4. Describe your firm's qualifications and experience in manufacturing Illuminators, Infrared. L5. What is the average service life of your Illuminator, Infrared? Business and Contracting Considerations B1. Is your company considered a small business (less than 500 employees)? B2. Has your company had a contract(s) with the U.S. Government?
