Naval Facilities Engineering Command (NAVFAC) Northwest plans to procure services in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. Contract Description: Architect-Engineer (A-E) services are required for a regional Firm Fixed-Price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract primarily for Mechanical/ Electrical/Commissioning (MEC) projects at various locations under the Naval Facilities Engineering Command (NAVFAC) Northwest area of responsibility (AOR), but primarily in Washington State. The NAVFAC Northwest AOR includes the states of Washington, Oregon, Idaho, Montana, Wyoming, Alaska, North Dakota, South Dakota, Nebraska, Iowa, and Minnesota. However, on occasion, work may also be required in other areas of the United States. Required A-E services are primarily mechanical/electrical/commissioning in nature, but a strong multi-discipline team is required. For this contract, the lead discipline shall be a registered/licensed Mechanical or Electrical Engineer. Services shall be accomplished in the firm's office with the exception of field/subsurface investigations and surveys as required by the specific task order. The procurement will be solicited as a Small Business set-aside. The estimated not to exceed (NTE) amount is $100,000,000. The minimum guarantee for the contract shall be $1,000.00. The A-E firm is anticipated to support project task orders with values between $1,000 and $5,000,000; although smaller and larger projects may be considered. The Mechanical/Electrical/Commissioning Architect-Engineer contract encompasses, but is not limited to, providing engineering and design services for preparation of Design-Build (DB) requests for proposals (RFPs) and 100% Design-Bid-Build (DBB) construction documents for various project types. The estimated not to exceed (NTE) amount is $100,000,000. Like the previous vehicles, this IDIQ will be a single-award contract. The A-E firms are anticipated to support project task orders (TO) with values between $1,000 - $5,000,000; although smaller and larger projects may be included with approval from the Chief of the Contracting Office (CCO). The type of electrical, mechanical, and commissioning services expected to be performed under this contract include, but are not limited to preparation of design-build Request for Proposals (RFPs), fully designed drawings and specifications, studies for renovation or construction of new facilities, facility and infrastructure planning, and preliminary project scoping studies for the development of budget estimates. Projects may include, but are not limited to, major and minor renovation facility construction; infrastructure and utility repair or replacement projects; energy conservation projects; planning studies; and consultation on technical issues. Projects or task orders planned for this IDIQ would have mechanical, electrical and/ or building commissioning services as the preponderance of the scope. Criteria for Selection: Per FAR 6.102(d)(1), AE selection of sources is a competitive procedure and FAR 36.6 procedures shall be followed. The firms will be rated on non-price criteria and the highest qualified firms will be slated. Following interviews, most highly qualified firm will be selected. Offerors will be evaluated based on the criteria listed below as set forth in the synopsis. Criteria 1, 2, are most important and equally weighted.
