Department of Veterans Affairs Veterans Health Administration Sources Sought Notice Annual Boiler Plant Cleaning Service This is a Sources Sought notice and not a request for quotes.   This request is solely for the purpose of conducting market research to enhance VHA s understanding of the market s offered services, capabilities and potential small business sources.   The Government will not pay any costs for responses submitted in response to this Sources Sought.   This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available services in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought.     The Veterans Health Administration (VHA) is seeking a vendor to provide the following services in accordance with the draft Performance Work Statement.   Please see the draft Performance Work Statement below for the requested services and descriptions.   This Sources Sought will be used to facilitate the Contracting Officer s review of the market base for acquisition planning, size determination, and procurement strategy. RESPONSE COMMITMENT Response:     Capability Statement All responses should be directed to ritchie.pelletier@va.gov Submittals furnished will not be returned to the sender. No debriefs will be conducted. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Proprietary information is neither requested nor desired.   If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). Vendors are encouraged to provide questions, comments, and concerns, regarding the statement of work relating to industry standards and commercial practices. Timeline : This request will close on stated date within the Government Point of Entry (GPE).                                       Notes: 1. This Sources Sought is for planning purposes only, and does not constitute a commitment, implied or otherwise, that a procurement action will follow. The Department of Veterans Affairs will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, The Department of Veterans Affairs reserves the right to contact any respondent to this notice for the sole purpose of enhancing The Department of Veteran Affairs understanding of the notice submission. 2. The content of any responses to this notice may be reflected in any subsequent solicitation, except for content marked or designated as business confidential or proprietary which will be fully protected from release outside the government. DRAFT Performance Work Statement BOILER PLANT Annual Cleaning Services 1.0 INTRODUCTION The VA Medical Center in White River Junction, VT has steam generating boilers that require regular cleaning to precede the annual internal and external independent inspections. Provide all materials, labor, and equipment to perform the quoted items detailed below. Item 1, cleaning, will be quoted as firm fixed price. The contract will have a one-year base period with four option years. 2.0 BACKGROUND The VA Medical Center in White River Junction, VT presently has three steam generating boilers (boilers #1, #2 and #3), that require regular cleaning to coincide with the VA required annual third-party inspections and certification. Boiler #3 is a 200 HP FLEX water tube boiler and is traditionally the "summer" boiler. Boiler #1 and #2 are 500 HP water-tube boilers, and traditionally the "winter boilers, used primarily during the colder winter months. The boiler inspections are conducted annually and are scheduled in a manner such that at least one of the two boilers is available for full duty at all times. 3.0 SCOPE 3.1 Item 1 - Cleaning Provide annual cleaning services for boilers #1, #2, and #3. Scheduling of cleanings to be staggered and coordinated with the Medical Center's annual boiler inspection schedule provided in Attachment A, Equipment List. Provide all equipment, labor, and materials, to open and clean boilers using the proper tools and brushes to clean both the water sides and combustion chambers. The steam drum baffles on #1 & #2 will need to be removed to access the underlying tubes for brushing. Open all hand holes, man holes, and low water cut-offs. Water sides to be completely water washed of all loose mud and scale by use of water hoses and scrapers as necessary. All scale and mud will be removed from the mud drums. Water sides to be inspected for present or future problem areas. Provide recommendations if any problem areas are found. After inspection and upon approval of the owner, reinstall all hand holes, man holes, and low water cutoffs with new gaskets. Pressure test all areas to ensure no leaks are present. Provide new gaskets for reassembly. Gaskets are to be approved by the owner prior to cleaning. 3.2 Item 2 - Call-in Services The contractor shall provide call-in service for various duties relating to the internal and external cleaning services for boilers #1, #2, and #3. This service shall include cleaning any unknown items discovered during cleaning under Item 3.1. The Contractor shall inform the Government POC (generally either the person who called them in or who met them at the site) of their diagnosis of the problem, the planned cleaning, estimated cost, and time required to complete the cleaning, and will get approval in writing prior to beginning work. Response time for call-in services shall be no more than twenty-four hours. The contractor shall provide a phone number or pager number to the VA to be used for call-in services. It shall take no more than two attempts, fifteen minutes apart, for the VA to reach an employee at the phone/pager number. 4.0 APPLICABLE DIRECTIVES 4.1 The recommendations and requirements of VHA Boiler Plant Safety Devices Testing Manual, 4th Edition. 4.2 The written recommendations of the equipment manufacturers. 4.3 The requirements and recommendations of NFPA 85 Boiler and Combustion Systems Hazards Code including applicable appendices. 4.4 Medical Center, Facility Services Policy, FS-7. 4.5 VA Directive 1810 5.0 PERFORMANCE REQUIREMENTS All work shall be completed such that the integrity of the systems is maintained. All work shall be done in accordance with OSHA, EPA regulations, NFPA codes, with attention to NFPA 85, VA codes, Federal, State, and local regulations throughout the course of this project. All areas will be left in a clean and workmanlike manner. Vacuum truck to be used to remove all debris generated during cleaning service. 6.0 DELIVERABLES OTHER CONSIDERATIONS: The provisions of all applicable NFPA, OSHA, EPA, and VA regulation, Federal, State, and local laws or regulations shall always be followed. Material Safety Data Sheets (MSDS's) must be submitted to the Government POC for approval for all hazardous materials before they are brought to the work site. Two weeks prior notice is required for all work that involves shutting down any of the systems. Work requiring a shutdown may be required to be performed outside of normal working hours. End of day cleanup of the work area(s) is mandatory, and all trash shall be bagged and properly disposed of offsite. Any oil waste generated from maintenance of VAMC equipment shall be identified and communicated to the GEMS Coordinator for proper collection onsite. Confined Space Permits (for entry into boiler cavities) are to be applied for through the Government POC when required. Contractor vehicles, including those of their employees, are to be parked in the assigned area for contractors in the upper parking lot. Exclusion: Any vehicle directly involved in the cleaning and removal of debris from the boilers. Smoking is not permitted anywhere on the VA campus. Work shall be completed during normal business hours of 7:00am 4:30pm.
