- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2) and 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements, and brand name descriptions. The U.S. Army Contracting Command, Tenant Division, Aberdeen Proving Ground (ACC-APG), 6565 Surveillance Loop, Aberdeen Proving Ground, Maryland 21005 has a requirement to procure one (1) North Star Imaging brand X3000 Computed Tomography (CT) System. The contract shall include installation, training, software updates, and maintenance. Maintenance and support shall be included for the base year and two (2) option years. The Government intends to award a firm-fixed-price sole source contract to North Star Imaging, Inc., Cage Code 0KGB3. The contractor is the original equipment manufacturer (OEM) and sole distributor of the X3000 tomography system. In addition, the company is the only source authorized to provide the required maintenance support and software updates on this proprietary equipment. The associated North American Industry Classification System (NAICS) code 1334517 and the business size standard is 1000. Posting date of this requirement is November 6, 2019. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 4:00 PM Eastern Daylight Time, 06 December 2019. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This is not a Request for Quote. This is a written notice to inform the public of the Government's intent to award on a sole source basis.
