Johnson VAMC Air testing, adjusting, and balancing Scope of Work General Intention: It is the general intention of the Louis A. Johnson VAMC located at 1 Medical center Dr. Clarksburg WV to acquire contractor services for the testing, adjusting, and balancing of air systems. The contractor shall provide all personnel, supervision, equipment, materials necessary to test, adjust, and balance air pressure for the rooms mentioned in this SOW. Work shall include testing, adjusting, and balancing by means of adjusting air dampers, fan speeds, ventilation registers to provide the specified air volume, and pressures. All equipment used for the purpose of testing, adjusting, and balancing will meet the requirements. 2. Definitions: A. Positive Air Balance Positive air balance, designated as ( +) in the Room Data Sheets, occurs when the supply air volume is 15% more than the return and/or exhaust air volumes. 15% supply air is used to pressurize the space. Indicates positive air balance determined by 15% more air volume than supply, or exhaust. B. Double Positive Air Balance Double positive air balance, designated as ( + +) in the Room Data Sheets, occurs when the supply air volume is 30% more than the return and/or exhaust air volumes. 30% supply air is used to pressurize the space.. C. Negative Air Balance Negative air balance, designated as(-) in the Room Data Sheets, occurs when the supply air volume is 15% less than the return and/or exhaust air volumes. 15% make-up air is introduced into the space from adjoining areas.- indicates negative air balance. D. Double Negative Air Balance Double negative air balance, designated as (- -)in the Room Data Sheets, occurs when the supply air volume is 30% less than the return and/or exhaust air volumes. 30% make-up air is introduced into the space from the adjoining areas. E. Neutral Air Balance Neutral air balance, designated as (o) in the Room Data Sheets, occurs when the air supplied to the space equals return and/or exhaust air volumes. Air is not exchanged F. Balancing air distribution systems Adjustment of total system to provide design performance; and testing performance of equipment and automatic controls. Specifications of room parameters: 5. Contractor responsibility: A. The contractor shall independently without support or direction of Louis A. Johnson VAMC staff conduct all required testing, adjusting, and balancing activities. B. The contractor shall ensure their own employees and subcontractors are properly trained and certified as required in the attached specifications. C. The contractor shall generate reports and drawings as required in the attached specifications, VA HVAC design guide. Material can be found at http://www.cfm.va.gov/TIL/ D. The contractor shall perform testing, adjusting, and balancing activities as shown below quarterly, or annually as specified in accordance with a schedule to be provided to and approved by the Louis A. Johnson VAMC. E. The contractor shall upon completion of each individual quarterly,and annual adjusting, and balancing site visit direct the technician performing the activity to provide a face to face debriefing to the facility resident engineer, or COR as assigned the same business day services are performed. Debriefing shall include the exact findings of all areas tested. All deficiencies found will be reported. The specific reasons why the deficient area could not be corrected by the contractor will be explained. The reporting technician shall leave in the possession of the resident engineer or COR a copy of all field notes taken during the testing, adjusting, and balancing activities. 6. Hours of work: A. Normal business hours are Monday - Friday Barn - 430pm. B. Work may be required outside of normal business hours. 7. Government responsibility: A. The Louis A. Johnson VAMC will provide access to contractor to all mechanical rooms and spaces to be tested. B. The Louis A. Johnson VAMC will provide assistance to the contractor in locating all mechanical rooms, and spaces to be tested. C. The Louis A. Johnson VAMC will respond to contractors request for debriefing meeting in no longer than 90 minutes of receipt of request. 8. Period of performance: A. Period of performance of this contract shall begin within 90 calendar days of award. B. Subsequent site visits shall be conducted every 90 calendar days following the initial site visit for a total of four site visits per contract year.
