Attach1_Questionnaire Industry Day 35th Contracting Squadron will hold an Industry Day meeting on Dec 17, 2019 to discuss an anticipated release of a Request for Proposal for Project No. 1090686, Hospital Modernization, Misawa Air Base (MAB), Japan. The purpose of this industry day is to gather input and identify qualified, experienced, capable, and interested firms who are interested in performing the project. In addition, the event should improve the industry's understanding of requirements, and solicit feedback from industry as part of our market research. This notice does not constitute a Request for Proposal (RFP) / Solicitation, or Invitation for Bid (IFB). It should not be construed as a commitment of the government for any purposes other than market research and is not restricted to a particular acquisition approach. The government will not reimburse respondents for any costs incurred in preparation of a response to this notice or for travel for attendance at the Industry Day. Project Description: The work includes 225 square meters of new building additions, 1,701 square meters of renovation and temporary facilities during construction for the existing MAB Hospital. Project scope includes site-work modifications, new addition footings and foundations, structure framing, exterior wall and roof construction, demolition of existing interior construction, new interior walls, ceilings door and finishes, new mechanical (HVAC), electrical, plumbing, communications and fire and life safety systems for the new and renovated areas. It also includes replacement mechanical systems for areas receiving no architectural renovation as well as communication, fire and life safety systems throughout the entire hospital. Departments affected by architectural renovation include Dental, Sterile Processing, Nutrition Services, Pharmacy, and Medical Records. All work shall be accomplished in accordance with the contract specifications and drawings subject to the terms and conditions of the contract. The performance period is expected to be 1,200 calendar days (CD) including 30 CD mobilization. The magnitude of this construction project in terms of the estimated price range stipulated in Federal Acquisition Regulation (FAR) 36.204, as supplemented in Defense FAR Supplement (DFARS) 236.204 is between $25,000,000.00 / ¥2,778,855,000 and $50,000,000.00 / ¥5,557,710,000 (¥111.1542 = $1.00, FY20 U.S. government exchange rate for the purpose of this notice). Draft (95%) specifications and drawings are provided for "informational purposes" through DoD SAFE. If you are interested in receiving draft specificaitons and drawings, please send an e-mail to miyako.fujimoto.jp@us.af.mil, kazuo.miura.jp@us.af.mil, and takafumi.nosaki.jp@us.af.mil to request the drawings and specifications. The government is soliciting feedback (see Attach 1) from industry as part in an effort to improve the quality of our specifications and drawings associated with this acquisition. The North American Industry Classification System (NAICS) code proposed for this requirement is 236220. Information Requested: Interested firms are requested to provide the following information (Attach. 1): 1. Name of your company (business name), address, telephone number, CAGE code, and DUNS number. Note: All contractors doing business with the Federal government must be registered in the System for Award Management (SAM) database. 2. Describe your firm's capability and experience relative to the work described in the project description. 3. Identify your current construction bonding capacity. Additionally, please provide your thoughts to the following questions: 4. Does the anticipated Period of Performance seem feasible? 5. Are the government's requirements clear? 6. Are there any equipment/systems which may be difficulty/delay in supplying? 7. Concerns or risk with work related to renovation or existing facilities? 8. Do you anticipate any difficulties in securing subcontractors? 9. Do you have any comments on the draft specifications/drawings? Please complete the above questionnaires (Attach 1) and send it via e-mail to miyako.fujimoto.jp@us.af.mil takafumi.nosaki.jp@us.af.mil and kazuo.miura.jp@us.af.mil no later than 2 Dec 19. The text should be no smaller than 12 point font, and e-mail submissions should not exceed 5 Megabyte in size. Industry Day Information: The Industry Day will take place at MAB, Japan, on 17 Dec 2019 from 1000 hours - 1400 hours at the 35th Contracting Squadron, Bldg. 656. Notification of attendance is required no later than 2 Dec 2019, 1100 hours (JST), submitted by e-mail to kazuo.miura.jp@us.af.mil and takafumi.nosaki.jp@us.af.mil. Please provide the names and titles of no more than five (5) individuals per company who will be attending and include company name and address. Also indicate which individual(s) require a visitor pass to gain on-base access. We appreciate your interest and thank you in advance for responding this request. Note: Firms interested of performing this project are required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, in accordance with DFARS 252.225-7042, "Authorization to Perform". Also, the resulting contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work in accordance with FAR 52.236-7, "Permits and Responsibilities", as supplemented by AFFARS 5336.507.
