Description
The proposed contract action is for fire suppression, HAZMAT and emergency medical response services for which the Government intends to solicit and negotiate with only one source. This action is authorized under 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This proposed contract action is not a request for competitive proposals. All responsible sources that are interested in this requirement may submit a response (capability statement, proposal, or quotation), which shall be considered by the Government. However, the Government will not consider any such response it receives after the deadline of November 22, 2019, for its receipt of such responses. A determination by the Government not to compete this proposed contract action based upon responses to this proposed contract action is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Background: Currently, West Metro Fire Protection District provides specialized fire suppression, HAZMAT and emergency medical services at the Denver Federal Center in Lakewood, Colorado and has provided these services since 1976. The DFC encompasses approximately 46 federal high-rise and low-rise buildings, located on 58.8 acres, covering 4.2 million square feet of mixed occupancy, including business, laboratories, warehouses, level 5 data centers, hazardous storage, law enforcement, and military facilities. Contract Capabilities to be Awarded: Specialized fire suppression services, HAZMAT services, emergency medical services, and other fire protection services (including, but not limited to, confined space rescue, annual building inspections, training, and review of construction projects occurring at the Denver Federal Center Campus). In addition, specific in-scope modifications are anticipated during the performance period for various additional services or increased services. The anticipated period of performance for this contract is: Base Year: 1 March 2020 – 28 February 2021 Option Year 1: 1 March 2021 – 28 February 2022 Option Year 2: 1 March 2022 – 28 February 2023 Option Year 3: 1 March 2023 – 29 February 2024 Option Year 4: 1 March 2024 – 28 February 2025 Option Year 5: 1 March 2025 – 28 February 2026 Option Year 6: 1 March 2026 – 28 February 2027 Option Year 7: 1 March 2027 – 29 February 2028 Option Year 8: 1 March 2028 – 28 February 2029 Option Year 9: 1 March 2029 – 28 February 2030 To be considered for this requirement, the contractor in its response to this proposed contract action must demonstrate that it has all of the following capabilities in 1-13 below and will have them for the entire anticipated contract performance period without any transition period: 1. Provide fire suppression, HAZMAT and emergency medical advance life support 24/7, 365 days per year. 2. Be ISO (Insurance Services Organization) certified at a Level 1 at time of award and for the contract period of performance. 3. Provide Hazardous Materials Response including qualified Level 5 personnel to the Denver Federal Center 24/7, 365 days per year through-out the period of the contract. 4. Provide fire life safety protection to the Denver Federal Center encompassing approximately 46 federal high-rise and low-rise buildings, located on 58.8 acres covering 4.2 million square feet of mixed occupancy, including business, laboratories, warehouses, level 5 data centers, hazardous storage, law enforcement, and military facilities. 5. Staffing requirements shall be in accordance with NFPA 1002 (National Fire Protection Association) whereas a minimum of (4) four trained professional paid firefighters on each suppression apparatus and (2) Colorado State Certified Paramedics on each Advance Life Support Ambulance. Drivers/Apparatus Operators shall meet all the requirements of NFPA 1021, "Personnel Qualifications". 6. Response times to the Denver Federal Center shall not exceed (8.0) eight minutes and shall comply with the requirements of NFPA 1710. 7. Provide minimum of two Class A, 1250 GPM fire pumpers meeting the requirements of NFPA 1909, "Standards for Fire Apparatus", for each and every response to the Denver Federal Center. 8. Full participant and signatory in an established mutual aid agreement with at least (2) two other fire protection districts in the Denver, Colorado, metropolitan area. 9. Provide a current training program that meets or exceeds the requirements of NFPA 1001, 1002 and 1021 in addition to being Colorado State Certified for all positions held under the contract. 10. Perform confined space entry and comply with all OSHA Confined Space Entry requirements. 11. Perform annual inspections of all buildings on the Denver Federal Center Campus and provide a full report on each inspection using software management tools acceptable to the Government. 12. As needed, perform plan reviews of construction projects occurring at the Denver Federal Center Campus, participate in all over-the-shoulder reviews, perform levels of periodic construction inspections and provide final inspection, testing and acceptance on behalf of the Government. Personnel performing these reviews shall have the applicable NFPA Certifications for each level of performance. 13. Provide inspection, testing and acceptance of the 188 Fire Hydrants located on the Denver Federal Center Campus annually in accordance with the requirements of NFPA 25, Chapter 7.3. The anticipated contract award date is prior to the beginning of the anticipated contract performance period on March 1, 2020, without any transition period. Justification for Award Using Other than Full and Open Competition: This award will be placed under the authority of FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This procurement is anticipated to result in a sole source contract to West Metro Fire Protection District to meet this United States General Service Administration’s requirement. West Metro Fire Protection District has the qualifications necessary to meet this requirement, as the only entity to perform this service since 1976, that are not known to be available from any other source.
