Description
The General Services Administration (GSA) intends to issue a Request for Proposals (RFP) for a no-cost contract to provide Cafeteria Services to the Department of Education located at 400 Maryland Ave, SW, Washington, DC 20202. The Contractor shall establish and operate the food service facilities, in the contractor's name, for the purpose of dispensing food, nonalcoholic beverages, supporting catering events as requested and such other items as may be authorized by the contracting officer (CO) in accordance with the terms and conditions of the contract. Department of Education's vision for the Foodservice facility: The successful foodservice vendor shall offer a variety of "hot and cold" food offerings that are tasty, inviting and healthy along with popular breakfast and lunch classics that will draw employees and visitors in and strongly compete with local competitors. Good food at good prices will help ensure a successful food program and frequent patronage of our employees. This cafeteria will be operated for the benefit of approximately 1,200 current building occupants (2019). Over the next 6 years, the building will be renovated to accommodate additional employees and The Agency expects approximately 2,000 building occupants by 2025. There are two other ED buildings (PCP/UCP) within the metropolitan area (approximately 1,835 additional employees) that utilize the ED shuttle and having the opportunity to visit the LBJ Café. In addition, the building has an average of approximately 100 - 125 visitors during the day that attend short seminars, on-site meetings and other functions. These visitors have access to the cafeteria but may not necessary "overlap" the breakfast or lunch period. The Department of Education allows public access to the Cafeteria level (first floor) for all Federal employees that have a Government ID. Historically, a large number of Government workers with valid ID visit the Department of Education Cafeteria to have breakfast and/or lunch. It will also be open to the Public. The Public entrance will be on the Dwight D. Eisenhower Memorial side of the building (closest to 4th street) and adjacent to the cafeteria entrance. This acquisition is for a single award, firm fixed-price contract, at no cost to the government, covering the duration of this service. The period of performance allotted for this requirement is a five-year base period; the contract may be extended thereafter for a term or terms of one to five years, not to exceed fifteen years. Service will begin on or about Monday March 02, 2020. Description of Facilities: The kitchen and servery are located on the first floor level and is approximately 10,300 square feet. Dedicated elevator access is provided between the loading dock level and first floor. The seating capacity is approximately 150 indoor dining room seats. Subway opened January 03, 2011. The solicitation will be open to both large and small businesses. Consideration is open to established, qualified firms licensed to perform professional services which currently have active, properly staffed offices within the continental United States (including subcontractors). The RFP will be issued electronically on or about November 15, 2019 via the website http://www.fbo.gov.
