Description
DRAFT PERFORMANCE WORK STATEMENT The Mission and Installation Contracting Command (MICC) - Fort Knox, 199 6th Avenue, Building 1109, FT. Knox, KY 40121, intends to issue a solicitation for Virtual Recruiting Center Support Services to award a single, Firm-Fixed-Price contract in support of U.S. Army Recruiting Command (USAREC), FT. Knox, KY, in accordance with the draft Performance Work Statement provided herein. This requirement will be a competitive 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The anticipated posting date of the solicitation is on or about 21 January 2020. The anticipated closing date of the solicitation is on or about 19 February 2020. The anticipated Period of Performance includes a 30 day Phase-In period of 26 October 2020 through 27 November 2020, full performance begins 28 November 2020 with a base period of 11 months and four (4) option periods of 12 months. The NAICS code for this requirement is 561422 Telemarketing Bureaus and Other Contact Centers.. The small business size standard is $15,000,000.00. This requirement is for the operation of the Virtual Recruiting Center (VRC) for the U.S. Army Recruiting Command (USAREC) located at Fort Knox, Kentucky. The contractor shall provide all resources to include personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision to provide operational support to the VRC. The components for the VRC are Lead Refinement Branch, Processing Branch, Sustainment Branch, In-Service Recruiting Team, and Social Media Relations and Content Team. The lead refinement branch is a core component of the VRC and is responsible for refining leads from various sources. The leads received are then transferred for processing to either the recruiter or the processing branch. The processing branch is responsible for providing customer services assistance, qualification screening, and quality control checks for unsponsored persons that initiate their recruiting program application online. Sustainment branch is made up of two teams 1) Future Soldier (FS) Sustainment and 2) Family Information Center team. These teams are responsible for managing the FS social media and FS family social media sites, FS chat room operations, FS forums, and to maintain informational updates on the US Army FS training site. In-Service Recruiting Team is responsible for providing recruiting support to the Special Operations Recruiting Battalion - Airborne. Social Media relations and Content Team is divided into two cells; 1) Responsible for monitoring, moderating, and responding to social media questions and comments. 2) Responsible for content creation to be used by the social media team and across commend and managing the USAREC social media content. All Offerors shall be registered within the System for Award Management (SAM) http://www.sam.gov prior to submitting an offer. Potential Offerors are responsible for monitoring FedBizOpps for release of the solicitation package and any amendments. The solicitation and any/all amendments will be posted and available for viewing and downloading at the Federal Business Opportunities (www.fbo.gov). No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned. There are no commitments by the Government to issue a solicitation, make an award, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
