Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Internal Policy Harmonization Support Services Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified 8(a) Small Disadvantaged Business (SDB) concerns that may be interested in and capable of performing the work described herein to assist NHTSA's Office of International Policy, Fuel Economy and Consumer Programs in providing International Policy and Harmonization and professional traffic safety program support. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA MOBIS Schedule holding contractors listed under SIN 874-1, Integrated Consulting Services and/or 874-7, Integrated Business Program Support Services or any other related schedule with GSA contractors the possess the requisite skills and experience providing services within the 911 Emergency Management Services (EMS) career field. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration (NHTSA) is responsible for reducing deaths, injuries and economic losses resulting from motor vehicle crashes. This is accomplished by setting and enforcing safety performance standards for motor vehicles and motor vehicle equipment, and through grants to state and local governments to enable them to conduct effective local highway safety programs. NHTSA investigates safety defects in motor vehicles, sets and enforces fuel economy standards, helps states and local communities reduce the threat of drunk drivers, promotes the use of safety belts, child safety seats and air bags, investigates odometer fraud, establishes and enforces vehicle anti-theft regulations and provides consumer information on motor vehicle safety topics. NHTSA also conducts research on driver behavior and traffic safety, to develop the most efficient and effective means of bringing about safety improvements. The Division of International Policy and Harmonization within the Office of International Policy, Fuel Economy and Consumer Programs is responsible for several functions including: -Adopt and maintain U.S. standards that fully meet the need in the U.S. for vehicle safety. -Promote adoption of U.S. standards in other countries or regions particularly by raising foreign standards to the levels of best practices in U.S. safety standards. -Enhance regulatory effectiveness through regulatory cooperation with other countries and regions. -Facilitate international partners' access to traffic and vehicle safety programs, information and contacts in the U.S. public and private sectors, and provide better access to U.S. programs and practices for developing countries and countries in transition. OBJECTIVE: The objective of this effort is to provide the Division of International Policy and Harmonization and the agency with professional traffic safety program support. Capabilities: The Contractor shall provide NHTSA with experienced professionals and support staff to perform document handling, data entry, information analyses and reporting associated with the requirements included in the attached SOW. Format of Corporate Capabilities Statement: Any interested qualified certified 8(a) SDB firms should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 9 calendar days from the date of publication of this notice.
