Description
Presolicitation Notice South Sugarloaf Fire Fence Reconstruction Description of Work: To reconstruct up to approximately 70.5 miles-22,560 rods-of exterior fence and 70.5 miles-22,560-of interior and exclosure fence for a total of 141 miles-45,120 rods-of fence on various allotments of the Mountain City Ranger District, Humboldt-Toiyabe National Forest. All exterior, or boundary, fences will be a permanent 4-strand fence (bottom strand smooth wire, 3-barbed wire strands above) per the attached specifications. Interior and exclosure fences will be constructed according to the same specifications; under limited circumstances a three strand fence may be appropriate contingent upon Forest Service (FS) approval. All braces will be galvanized steel; rock cribs may be substituted where needed. Gates will consist of standard construction with wooden stays and mechanical latches where there is heavy use. Gates that are not heavy use will be latched with smooth wire loop. Sage grouse fence markers are to be attached to the new fence during construction. Contractor will also remove the existing damaged fence and fence material for every fence line that is reconstructed, and legally dispose of the material off of FS land. Contractor Responsibility: The Contractor shall provide everythig, including, but not limited to, all equipment, supplies, transportation, labor, and supervision necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government. Contractor must bring in all timber; there is no timber available for construction materials on site. Terrain: The terrain is variable with draws, steep hillsides, some rock outcrops, some pine forest and aspen groves, sagebrush and talus slopes. Project Location & Description Location: The project is located on the Humboldt Toiyabe National Forest, Mountain City Ranger District, approximately 85 miles north of Elko, NV in the north-central portion of Elko County. Contractor will remove the existing fence and reconstruct the fenceline, for each Item and Option selected, within the same footprint, unless otherwise indicated. The project area can be accessed by trucks, UTVs, and/or ATVs as necessitated by terrain; permission from the land owner to cross private ground must be obtained prior to accessing any units through private land. The magnitude of proposed project is between $1,000,000 and $5,000,000. Project drawings will be provided as attachments to the Request for Proposal (RFP). Dept. of Labor, Construction Wage Rate General Decision Numbers: NV20180052 (Heavy Construction) shall apply. The complete solicitation package will be attached and made available only through FedBizOpps (FBO) website https://fbo.gov on or within 15 days of this notice. Anyone wishing to participate in this proposed procurement must obtain their copy from FBO. Copies will not be mailed from the Contracting Office. All amendments will be posted on FBO. Contractors will be solely responsible for obtaining amendments from this site to update files. This requirement is being solicited as a Small Business set-aside in accordance with Federal Acquisition Regulation (FAR) 19.5, with the intent to award a Firm-Fixed Price contract. A single award will be made from the solicitation. All prospective contractors must be registered in the System for Award Management (SAM) database at http:www.sam/gov/ before award of contract; failure to register in the SAM database may cause your firm to be ineligible for the award and removed from consideration.
