- Description
- The Centers for Disease Control and Prevention intends to award a sole source cost plus fixed fee modification to increase the funding and the cost estimate for the current period of performance to Rutgers, The State University of New Jersey (Rutgers) for World Trade Center Health Program (WTCHP) Center for Clinical Excellence (CCE) services. Rutgers is one of seven CCEs that provide monitoring and treatment benefits and initial health evaluations as authorized under the James Zadroga 9/11 Health and Compensation Act of 2010, Pub.L. 111-347. The Rutgers CCE provides treatment services for individuals who are enrolled WTC responders in the New York metropolitan area. At the time of award the growth rate for new members enrolling in the CCE each year was estimated to be 10%. The negotiated cost estimates for the option periods were based off of this 10% growth rate. In actuality, the growth rate has been around 15% per year and it is estimated that it will continue to be 20%. Over the past year, the CCE averaged 149 monitoring exams per month representing a 40% growth in monitoring exams over a three-year time period. The increase in the growth rate means that Rutgers is having to provide services to more Responders than were originally expected and negotiated. This increase in members means that the original cost estimate will not be able to cover the benefits and services required by all of the members. This sole source modification is to increase the funding of the current period of performance and the next two option periods to take into account this increased growth rate.This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 41 U.S.C. 3304(a)(1). Rutgers is the only responsible source capable of continuing to provide these services to WTC Responders that will satisfy the Centers for Disease Control and Prevention’s requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
